CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF AUGUST 7, 2007
ITEM #9
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: Jeannette Olko, General Manager )Q \A*
Vjll
Anthony Arroyo, Human Resources Director
SUBJECT: Approve the Amended Salary Resolution to Update the Salary of the
Executive Assistant in the Mid -Manager Bargaining Unit and the
salary for the Executive Assistant to Council/Office Manager
DATE: August 13, 2007
BACKGROUND:
Executive Assistant (Mid -Manager)
The Executive Assistant assigned to work in the Electric Department is a member of the Mid -
Manager bargaining unit. This position was created and approved by Council on April 15, 2003 as
part of proposed administrative support position changes, and was the result of combining duties
formerly associated with the Administrative Assistant and the Buyer assigned to the Electric Utility.
Executive Assistant to Council/Office Manager
The salary for the Executive Assistant classification (part of the Executive Unit) was reviewed in
June 2006. The salary for this position was reviewed and found to be slightly above the average
for the surveyed positions. The comparable position typically reports to a department director or
mayor. The Executive Assistant to Council/Office Manager is a unique position to Colton and is
difficult to survey. As such, it requires a different methodology to take into consideration when
adjusting the salary.
DISCUSSION/ANALYSIS:
Executive Assistant (Mid -Manager)
The salaries of the Executive Assistants in the Executive bargaining unit are benchmarked to the
Executive Assistants in the Mid -Manager unit, with the exception of the Executive Assistant to the
City Council. The salaries of the Executive Assistants in the Executive and the Mid -Manager
bargaining units were increased during the budget process in fiscal year 2006-2007. When the
annual salary resolution was brought before council, the resolution did not reflect the increase for
the Executive Assistant in the Mid -Manager bargaining unit. The San Bernardino Public
Employees' Association (SBPEA) noticed the discrepancy shortly thereafter and contacted the
City. Staff has been meeting with SBPEA since then to resolve the issue. Staff and SBPEA have
agreed that since the positions are benchmarked to each other, the salary should be corrected and
made retroactive to July 1, 2006. The salary range is $3,898 - $4,738.
Executive Assistant to Council/Office Manager
Because of the unique duties and responsibilities for the Executive Assistant to Council/Office
Manager, the salary for this position requires a different type of study when implementing a salary
study. Currently the position benchmarked 5% above the highest paid Executive Assistant. This
