CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 7, 2007 <br />ITEM #9 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, General Manager )Q \A*� <br />Vjll <br />Anthony Arroyo, Human Resources Director <br />SUBJECT: Approve the Amended Salary Resolution to Update the Salary of the <br />Executive Assistant in the Mid -Manager Bargaining Unit and the <br />salary for the Executive Assistant to Council/Office Manager <br />DATE: August 13, 2007 <br />BACKGROUND: <br />Executive Assistant (Mid -Manager) <br />The Executive Assistant assigned to work in the Electric Department is a member of the Mid - <br />Manager bargaining unit. This position was created and approved by Council on April 15, 2003 as <br />part of proposed administrative support position changes, and was the result of combining duties <br />formerly associated with the Administrative Assistant and the Buyer assigned to the Electric Utility. <br />Executive Assistant to Council/Office Manager <br />The salary for the Executive Assistant classification (part of the Executive Unit) was reviewed in <br />June 2006. The salary for this position was reviewed and found to be slightly above the average <br />for the surveyed positions. The comparable position typically reports to a department director or <br />mayor. The Executive Assistant to Council/Office Manager is a unique position to Colton and is <br />difficult to survey. As such, it requires a different methodology to take into consideration when <br />adjusting the salary. <br />DISCUSSION/ANALYSIS: <br />Executive Assistant (Mid -Manager) <br />The salaries of the Executive Assistants in the Executive bargaining unit are benchmarked to the <br />Executive Assistants in the Mid -Manager unit, with the exception of the Executive Assistant to the <br />City Council. The salaries of the Executive Assistants in the Executive and the Mid -Manager <br />bargaining units were increased during the budget process in fiscal year 2006-2007. When the <br />annual salary resolution was brought before council, the resolution did not reflect the increase for <br />the Executive Assistant in the Mid -Manager bargaining unit. The San Bernardino Public <br />Employees' Association (SBPEA) noticed the discrepancy shortly thereafter and contacted the <br />City. Staff has been meeting with SBPEA since then to resolve the issue. Staff and SBPEA have <br />agreed that since the positions are benchmarked to each other, the salary should be corrected and <br />made retroactive to July 1, 2006. The salary range is $3,898 - $4,738. <br />Executive Assistant to Council/Office Manager <br />Because of the unique duties and responsibilities for the Executive Assistant to Council/Office <br />Manager, the salary for this position requires a different type of study when implementing a salary <br />study. Currently the position benchmarked 5% above the highest paid Executive Assistant. This <br />
