ITEM #6 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF August 21, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: B. Miller, Chief of Police SUBJECT: Approve and adopt a part-time salary resolution for Police Cadets and Police Stenographers DATE: August 2, 2007 BACKGROUND: Currently the Colton Police Department employs 10 Police Cadets and five police stenographers who are assigned part-time to the Administrative Services Division and the Tow Yard. The Cadet's responsibilities include responding to the needs of the Department's customers at the front counter as well as on the telephone. In addition, they process reports in preparation for court and or filing. The Police Stenographers transcribe police officer crime, arrest and traffic accident reports. DISCUSSION/ANALYSIS: The current hourly rate for a Police Cadet is $10.00 and the stenographer hourly rate is $15.00. In the recently adopted 2007/08 Budget, the police department budgeted a $1.00 an hour rate increase for each position. A survey of local agencies by the Police Department has determined that the current rate for each position is below industry standard. Attached is a survey of local agencies that employ part time cadets and/or stenographers. It should be noted that the Police Department has recruited several full-time employees from our Police Cadet and Stenographer programs, including several Police Officers, Dispatchers, Community Service Officers and Police Services Clerk. FINANCIAL IMPACT: The maximum financial impact of the part-time salary increases through June 30, 2008, is approximately $15,000. The increase has been approved and budgeted in the 2007/08 Fiscal Year budget under account numbers 100-6070-6071-1040 (Administration) and 100-6070-6080- 1040 (Tow Yard).
