Miller, Chief of Police <br />SUBJECT: Approve and adopt a part-time salary resolution for Police Cadets <br />and Police Stenographers <br />DATE: August 2, 2007 <br />BACKGROUND: <br />Currently the Colton Police Department employs 10 Police Cadets and five police stenographers <br />who are assigned part-time to the Administrative Services Division and the Tow Yard. The Cadet's <br />responsibilities include responding to the needs of the Department's customers at the front <br />counter as well as on the telephone. In addition, they process reports in preparation for court and <br />or filing. The Police Stenographers transcribe police officer crime, arrest and traffic accident <br />reports. <br />DISCUSSION/ANALYSIS: <br />The current hourly rate for a Police Cadet is $10.00 and the stenographer hourly rate is $15.00. In <br />the recently adopted 2007/08 Budget, the police department budgeted a $1.00 an hour rate <br />increase for each position. A survey of local agencies by the Police Department has determined <br />that the current rate for each position is below industry standard. Attached is a survey of local <br />agencies that employ part time cadets and/or stenographers. It should be noted that the Police <br />Department has recruited several full-time employees from our Police Cadet and Stenographer <br />programs, including several Police Officers, Dispatchers, Community Service Officers and Police <br />Services Clerk. <br />FINANCIAL IMPACT: <br />The maximum financial impact of the part-time salary increases through June 30, 2008, is <br />approximately $15,000. The increase has been approved and budgeted in the 2007/08 Fiscal <br />Year budget under account numbers 100-6070-6071-1040 (Administration) and 100-6070-6080- <br />1040 (Tow Yard). <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />None <br />
