CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF September 4, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: BOB MILLER, CHIEF OF POLICE
ITEM #19
SUBJECT: AWARD A CONTRACT FOR POLICE VEHICLES FOR THE POLICE
DEPARTMENT TO MOSS BROTHERS DODGE IN AN AMOUNT NOT
TO EXCEED $188,897.52
DATE: September 4, 2007
BACKGROUND:
At the City Council meeting of 06/19/07, the City Council approved the Budget for fiscal year
2007/2008. In the budget, funds were allocated from both General Fund and VITEP Funds for the
purchase of police vehicles to replace vehicles in the police department fleet that are no longer
suitable for law enforcement purposes due to excessive mileage and wear and tear thus rendering
them unsafe.
DISCUSSION/ANALYSIS:
The Police Department has identified both marked and unmarked police units that need
replacement in the Patrol Division and the Detective Division. Moss Brothers Dodge Riverside has
submitted quotes for the purchase of the following vehicles:
General Fund Budget Purchase:
(2) 2008 Dodge Charger (unmarked units) and (1) 2008 Dodge Charger (black and white
patrol unit)- $68,664.07
Non -General Fund Purchase — VITEP
(5) 2008 Dodge Charger (black and white patrol units)- $120.233.45
Section 3.08 .140 © of the City's Purchasing Ordinance allows the City to enter into agreements
with other agencies for the purchase of supplies, services and equipment. In such instances, the
procedures of that agency shall satisfy all city requirements for the bid and award those purchases.
The City of Colton can piggyback onto the City of Los Angeles bid #RFQ803 and PO #0000756140
for the purchase of six marked Dodge Chargers and the City of Colton can piggyback onto the
Orange County Sheriff Dept. bid #B6Z568101 for two Dodge Charger unmarked vehicles. This will
save the city the cost of a formal bid process and allow us to take advantage of current pricing as
well as the volume discount afforded to Moss Brothers Dodge.
FINANCIAL IMPACT:
Funds to purchase and outfit the vehicles were approved and adopted in the 2007/2008 budget.
$ 68,664.07 from the General Fund #100-6070-6071-4910
$ 120,233.45 from VITEP #220-670-6089-4910
ENVIRONMENTAL IMPACT:
None
