CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF SEPTEMBER 18, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING RESOLUTION R-26-05 FOR THE COMMUNICATIONS WORKERS OF AMERICA (CWA) ADOPTING THE CONSOLIDATED MEMORANDUM OF UNDERSTANDING AND ADOPT RESOLUTION R-26-05 TO AMEND THE FISCAL YEAR 2007/08 BUDGET DATE: September 4, 2007 BACKGROUND: The three-year Memorandum of Understanding (MOU) with the City's Police Dispatchers Association Bargaining Group, represented by the law firm of Lackie & Dammeier, expired on June 30, 2007. Representatives of the City and CWA have negotiated for a successor MOU. DISCUSSION/ANALYSIS: Representatives of the City and the Police Dispatchers Association have reached a tentative agreement, subject to formal City Council approval, with a term ending June 30, 2010. The changes to salary increases were based upon the average compensation of surrounding cities with like classifications and using benchmark positions (Police Dispatchers II). The City took into consideration the disparity in salary between those classifications represented by the Police Dispatchers Association and the surveyed agencies. The salaries being presented in the attached MOU bring the city of Colton to a competitive level. The changes within the agreement are incorporated into the Police Dispatchers Association Memorandum of Understanding, which is attached to this report. Some of the key provisions in the MOU provide the following: • Effective July 1, 2007, a 6% salary increase; effective January 1, 2008, a 6% increase and effective April 1, 2008, a 5% increase to the Police Dispatcher II. The Police Dispatcher I is benchmarked 5% below the Police Dispatcher II, the Senior Police Dispatcher is benchmarked 10% above the Police Dispatcher II and the Supervising Communication Dispatcher is benchmarked 20% above the Senior Police Dispatcher (this position and benchmark were previously approved by Council). • For the last three years of the contract the Police Dispatchers Association will realize a 4% increase each July 1. The term of the contract expires on June 30, 2011. • Increase from $.50 to $2.00 per hour shift differential for those represented employees scheduled to work from 7:00 p.m. — 7:00 a.m. • Elimination of longevity pay.
