CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 18, 2007 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-26-05 FOR THE COMMUNICATIONS WORKERS OF <br />AMERICA (CWA) ADOPTING THE CONSOLIDATED MEMORANDUM <br />OF UNDERSTANDING AND ADOPT RESOLUTION R-26-05 TO <br />AMEND THE FISCAL YEAR 2007/08 BUDGET <br />DATE: September 4, 2007 <br />BACKGROUND: <br />The three-year Memorandum of Understanding (MOU) with the City's Police Dispatchers <br />Association Bargaining Group, represented by the law firm of Lackie & Dammeier, expired on June <br />30, 2007. Representatives of the City and CWA have negotiated for a successor MOU. <br />DISCUSSION/ANALYSIS: <br />Representatives of the City and the Police Dispatchers Association have reached a tentative <br />agreement, subject to formal City Council approval, with a term ending June 30, 2010. <br />The changes to salary increases were based upon the average compensation of surrounding cities <br />with like classifications and using benchmark positions (Police Dispatchers II). The City took into <br />consideration the disparity in salary between those classifications represented by the Police <br />Dispatchers Association and the surveyed agencies. The salaries being presented in the attached <br />MOU bring the city of Colton to a competitive level. <br />The changes within the agreement are incorporated into the Police Dispatchers Association <br />Memorandum of Understanding, which is attached to this report. <br />Some of the key provisions in the MOU provide the following: <br />• Effective July 1, 2007, a 6% salary increase; effective January 1, 2008, a 6% increase and <br />effective April 1, 2008, a 5% increase to the Police Dispatcher II. The Police Dispatcher I is <br />benchmarked 5% below the Police Dispatcher II, the Senior Police Dispatcher is <br />benchmarked 10% above the Police Dispatcher II and the Supervising Communication <br />Dispatcher is benchmarked 20% above the Senior Police Dispatcher (this position and <br />benchmark were previously approved by Council). <br />• For the last three years of the contract the Police Dispatchers Association will realize a 4% <br />increase each July 1. The term of the contract expires on June 30, 2011. <br />• Increase from $.50 to $2.00 per hour shift differential for those represented employees <br />scheduled to work from 7:00 p.m. — 7:00 a.m. <br />• Elimination of longevity pay. <br />
