Zamora, Community Development Director <br />SUBJECT: Appeal of the Planning Commission Denial of a Design Review, <br />Tentative Parcel Map (TPM) #18647, Sign Application, and <br />Environmental Assessment for the construction of equipment sales, <br />rentals, painting and repairs facility and a Conditional Use Permit (to <br />allow the sale and storage of diesel, gasoline and propane relating to <br />equipment rentals and a Freeway -Oriented Sign) at the northeast corner <br />of Main Street and Iowa Avenue, File Index Numbers DAP -000- <br />689 (Watts Investments, Applicant). <br />DATE: September 12, 2007 <br />BACKGROUND: <br />The applicant, Watts Investments, is appealing the Planning Commissions denial of a <br />request for Design Review, Tentative Parcel map (TPM) #18647, Sign Application, and <br />Environmental Assessment for the construction of an equipment sales, rentals, painting <br />and repairs facility and a Conditional Use Permit to allow the sale and storage of diesel, <br />gasoline and propane relating to equipment rentals and a Freeway -Oriented Sign at the <br />northeast corner of Main Street and Iowa Avenue, (Assessor Parcel Numbers 1167-111-01, <br />02 & 03-0000). <br />The City Council considered the applicant's appeal request on June 19 and September 4, <br />2007. The item was opened for public hearing and discussed by the Council and opened <br />for public testimony. Upon review of the revised site plans, discussion of additional <br />conditions of approval to mitigate impacts and concerns with consistency of the project <br />with the Colton General Plan, and possible benefits the project, the Council directed staff <br />to complete an Environmental Assessment of the proposed project and to prepare a <br />resolution for approval of the Project. <br />
