ITEM #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF OCTOBER 2, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE AWARD OF A MAINTENANCE AGREEMENT TO <br />SUPERIOR PROPERTY SERVICES IN THE AMOUNT OF $28,500 <br />AND AUTHORIZE CITY MANAGER TO EXECUTE THE <br />MAINTENANCE AGREEMENT SUBSEQUENT TO APPROVAL OF <br />CITY ATTORNEY AND RISK MANAGEMENT. <br />DATE: SEPTEMBER 24, 2007 <br />BACKGROUND: <br />The Public Works Department, Street Division, oversees graffiti removal services <br />throughout the city. Graffiti abatement staff is available Monday thru Thursday. To <br />maintain city right-of-ways free of graffiti nuisances staff retained a contractor during fiscal <br />year 2006/2007 to provide weekend graffiti abatement services. Staff has found having <br />the weekend abatement services do deter graffiti levels, especially during the summer <br />months. <br />ANALYSIS/DISCUSSION: <br />As provided for by the purchasing ordinance, Section 3.08.060 (b), staff informally bid <br />weekend graffiti abatement services for fiscal year 2007/2008 as a non-public project. <br />The city received two (2) responses to its requests for bids. The lowest responsive and <br />responsible bidder was Superior Property Services, in the annual amount of $28,500. <br />The weekend abatement program contractor will respond directly to calls received on <br />the graffiti hotline, (909) 370-5174, on Fridays and Saturdays. Additional areas <br />identified by staff during the week as 'hot spots' are forwarded to the contractor each <br />week. The contractor will drive these areas and abate all graffiti along the specified <br />route. <br />Included in the services provided by the contractor, the City will receive photographical <br />documentation of all abated graffiti, which is forwarded to the Police Department for <br />vandalism prosecution. Staff recommends award of a maintenance agreement to <br />Superior Property Services, in the amount of $28,500. <br />
