CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 2, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OF TWO <br />CONSUMER SERVICES FIELD REPRESENTATIVES TO <br />MAINTENANCE ELECTRICIANS <br />DATE: September 12, 2007 <br />BACKGROUND: <br />ITEM #5 <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it requests input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On September 6, 2007, a department head in the Electric Department was provided with "Request <br />for Reclassification" forms. On September 10, the employees submitted all of the required <br />documents to the Human Resources Department. The City Manager approved the requests on <br />September 24. <br />DISCUSSION/ANALYSIS: <br />The classification of Maintenance Electrician performs many tasks. Some of these include: test, <br />locate and repair defects in electrical circuits; install conduit and wires; troubleshoot and repair <br />control circuits and panels. The incumbent Consumer Services Field Representatives have each <br />been performing the duties of a Maintenance Electrician in an acting capacity for approximately six <br />months. Mr. Wallace has been performing his duties in an excellent manner and on July 14, 2007, <br />received the California General Journeyman Electrician certification. Mr. Tamayo has also been <br />performing his duties in an excellent manner and is scheduled to take the state test to become a <br />California General Journeyman Electrician on September 28, 2007, (this is not a requirement for <br />this position). <br />The International Brotherhood of Electrical Workers contacted Human Resources regarding the <br />status of the incumbents and asked if they were going to be placed in the position permanently. <br />There were two options to consider: reclassifying the employees or opening a closed/promotional <br />recruitment. The former option was the better choice because the incumbents have been <br />performing their duties for some time. The incumbents were required to fill out the forms required <br />for reclassification. As a result and after a review of the submitted documents, the Human <br />Resources Department supports the reclassifications. Listed below is the proposed classification <br />and salary range for the two incumbents. <br />
