ITEM #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 16, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE FISCAL YEAR 2007/2008 <br />CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE TRAFFIC <br />SIGNALIZATION AT MT. VERNON AND PALM PROJECT, <br />INCREASING THE FISCAL YEAR 2007/2008 CIP BUDGET IN THE <br />AMOUNT OF $10,000. <br />DATE: OCTOBER 10, 2007 <br />BACKGROUND: <br />Mt. Vernon Avenue carries a substantial amount of daily traffic. The traffic flow along north Mt. <br />Vernon is especially high as it serves as an intercity route between the City of San Bernardino and <br />City of Colton. In addition, this street serves as a collector road for both 1-10 and 1-215 traffic. <br />DISCUSSION/ANALYSIS: <br />In 2005, staff installed a lighted crosswalk at the intersection of Mt. Vernon Avenue and Palm to <br />improve pedestrian safety when crossing this arterial street. To further improve the pedestrian <br />traffic when crossing from the residential community along the east side of Mt. Vernon Avenue to <br />the commercial venues located along the west side of Mt. Vernon Avenue and decrease the <br />speeds along north Mt. Vernon Avenue staff suggests installing a traffic signal at this location. <br />Staff suggests amending the Fiscal Year 2007/2008 Capital Improvement Program to include the <br />Traffic Signalization at Mt. Vernon and Palm Project, with a budget of $10,000. The budgeted <br />funds would finance the design phase of the project. <br />FINANCIAL IMPACT: <br />The design funds are available in account 100-1000-1240-3890. <br />ENVIRONMENTAL IMPACT: <br />Staff will complete CEQA requirements for the project prior to entering its construction phase. <br />7/10/03 City Clerk's Office Cb <br />
