ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2007/2008 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT <br />OF $117,845 AND INCLUDE THE MAX LOFY PARK IMPROVEMENT <br />PROJECT. <br />DATE: OCTOBER 29, 2007 <br />BACKGROUND: <br />In 2000, the city was awarded a grant from the Safe Neighborhood Parks, Clean Water, Clean <br />Air, and Coastal Protection Bond Act of 2000. These funds were part of the Per Capita Program <br />and provided the city with $430,000 for installation of new restroom facilities at Elizabeth Davis <br />Park. The approved project was completed with a savings of $117,845.00. <br />DISCUSSION/ANALYSIS: <br />These remaining funds must be expended by March 2008. Staff suggests these funds be utilized <br />for improvements to the city's Max Lofy Park. The proposed improvements include: installation of <br />curb, gutter, sidewalk, parking, walk -path, and landscaping. The construction cost estimate totals <br />$94,168 and the remaining $23,677 will be utilized for professional services needed to design and <br />complete the project. Staff requests authorization to appropriate these unexpended funds, <br />$117,845, for the Max Lofy Park Improvement Project and incorporate this project into the FY <br />2007/2008 Capital Improvement Program. <br />FINANCIAL IMPACT: <br />The grant funds have not been budgeted; staff requests these funds be budgeted in account 450- <br />0821-6987-3890, in the amount of $117,845. <br />ENVIRONMENTAL IMPACT: <br />CEQA will be completed prior to the construction of the identified project improvements.
