ITEM #15 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF NOVEMBER 6, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR 2007/2008 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT OF $117,845 AND INCLUDE THE MAX LOFY PARK IMPROVEMENT PROJECT. DATE: OCTOBER 29, 2007 BACKGROUND: In 2000, the city was awarded a grant from the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000. These funds were part of the Per Capita Program and provided the city with $430,000 for installation of new restroom facilities at Elizabeth Davis Park. The approved project was completed with a savings of $117,845.00. DISCUSSION/ANALYSIS: These remaining funds must be expended by March 2008. Staff suggests these funds be utilized for improvements to the city's Max Lofy Park. The proposed improvements include: installation of curb, gutter, sidewalk, parking, walk -path, and landscaping. The construction cost estimate totals $94,168 and the remaining $23,677 will be utilized for professional services needed to design and complete the project. Staff requests authorization to appropriate these unexpended funds, $117,845, for the Max Lofy Park Improvement Project and incorporate this project into the FY 2007/2008 Capital Improvement Program. FINANCIAL IMPACT: The grant funds have not been budgeted; staff requests these funds be budgeted in account 450- 0821-6987-3890, in the amount of $117,845. ENVIRONMENTAL IMPACT: CEQA will be completed prior to the construction of the identified project improvements.
