CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR / <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OF <br />ADMINISTRATIVE ASSISTANT TO EXECUTIVE ASSISTANT <br />DATE: October 22, 2007 <br />BACKGROUND: <br />ITEM #5 <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it requests input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On August 21, 2007, the employee submitted request for reclassification. On October 1, 2007, the <br />employee, an Administrative Assistant in the Fire Department, submitted all the required <br />documents to the Human Resources Department. The City Manager approved the request on <br />October 22. <br />DISCUSSION/ANALYSIS: <br />During the course of the past few years, the duties and responsibilities of the Administrative <br />Assistant in the Fire Department have evolved into a more complex role. Some of the duties <br />include: confidential administrative support for the Fire Chief, Fire Marshall and three Battalion <br />Chiefs; compose and review Council agenda reports; maintain confidential arson investigation <br />reports; obtain confidential medical reports. As a result of these complex and more sensitive <br />responsibilities, a more appropriate title is necessary to reflect the specific tasks assigned to the <br />incumbent. <br />A review of the submitted documentation supports the request for reclassification for Administrative <br />Assistant to Executive Assistant. As a result, the Human Resources Department supports the <br />reclassification listed below in the requested classification and salary range: <br />The employee's reclassification is retroactive to October 1, which was when all the required <br />documents were submitted to Human Resources. <br />Current <br />Proposed <br />Department <br />Classification <br />Classification <br />Proposed Monthly Salary Range <br />Fire <br />Administrative <br />Executive <br />$3,898 Step "A" to $4,738 Step "E" <br />Assistant <br />Assistant <br />The employee's reclassification is retroactive to October 1, which was when all the required <br />documents were submitted to Human Resources. <br />
