Regional Park Update / Land Use Discussion <br />November 6, 2007 City Council meeting <br />Page 2 of 4 <br />Land Use Discussion and Request for Moratorium <br />At the October 16, 2007 City Council meeting, two residents requested that the City Council adopt a <br />moratorium to prevent the original Regional Park site from developing into a non -Regional Park use. City <br />staff was asked to bring the item for discussion before the city council at the November 6, 2007 meeting. <br />California Government Code, Section 65858 authorizes the City to adopt an interim Urgency Ordinance <br />prohibiting any uses which may be in conflict with a contemplated general plan or zoning proposal which <br />the City is considering, studying or intends to study within a reasonable time. <br />Current land uses include Residential (R-1), Industrial Park (IP), and Open Space (OS). A vast majority of <br />the original Regional Park site is currently zoned Open Space (see map below). There are no pending <br />development applications and no pending zone change requests for these parcels. Staff has informed potential applicants that the City is working with a <br />Consultant to update the Land Use and Circulation Elements of the General Plan, and that it would be <br />more beneficial for the potential applicant to allow the City and Consultant to ascertain if the GP and Zone <br />change being requested by the applicant is consistent and conducive to the overall vision of land use in the <br />new General Plan. If it is, the City will change the existing GP land use designation as requested by the <br />potential applicant as part of the City's General Plan revision effort/ Such a change would be finalized <br />when the City Council considers and approves the final update of the Land Use Element. <br />
