CITY OF COLTON ITEM #12 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF NOVEMBER 20, 2007 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION NO. 2119 TO <br />ADD THE PLACEMENT OF THREE STOP SIGNS AT THE <br />INTERSECTION OF COOLEY DRIVE WEST AND COOLEY DRIVE <br />NORTH. <br />DATE: November 8, 2007 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Installation of stop signs, as well as other traffic control devices, <br />must be warranted under the guidelines established in the Manual on Uniform Traffic Control <br />Devices. City staff conducted a traffic engineering analysis of the intersection of Cooley Drive West <br />and Cooley Drive North and concluded that installation of stop signs on Cooley Drive West <br />approaching Cooley Drive North from the east is warranted under the Manual on Uniform Traffic <br />Control Devices guidelines. <br />ANALYSIS/DISCUSSION: <br />At the intersection of Cooley Drive West and Cooley Drive North, the existing median limits the <br />visibility, thereby creating an unsafe condition for motorists and pedestrians. The intersection is <br />heavily traveled and frequently used by city emergency vehicles. <br />The installation of three stop signs at the intersection would: l) provide a controlled intersection for <br />pedestrians and motorists and 2) resolve the problem of limited visibility allowing motorists to <br />safely negotiate the intersection. The location was reviewed by the City of Colton Traffic Safety <br />Committee on June 13, 2007, and the Committee recommended installation the traffic control <br />devices. <br />Staff recommends approval of the installation of a stop sign on Cooley Drive West and Cooley <br />Drive North from the east, and two stop signs between the medians at Cooley Drive West and <br />Cooley Drive North. Installation of the said stop signs will improve the visibility of the intersection <br />and create a safer traffic condition than currently exists. <br />
