ITEM #10 <br />le t"01 S0191Rfor, I 1 <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 04, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AWARD OF CONSTRUCTION CONTRACT FOR CONSTRUCTION OF <br />FIRE STATION NO. 1 EXPANSION AND REMODEL PROJECT TO <br />HINKLEY AND ASSOCIATES, INC. IN THE AMOUNT OF $912,000.00. <br />DATE: NOVEMBER 26, 2007 <br />BACKGROUND: <br />Fire Station No. 1 was built in 1937. Since 1937 the City has grown considerably and Fire Station <br />No. 1 is no longer able to accommodate or meet the needs of the current Fire Department. The <br />building as designed does not properly accommodate current staff and equipment. However, the <br />existing structure appears to be in good condition and can be remodeled successfully to <br />accommodate the current Fire Department's needs. On November 1, 2005, Council authorized <br />amending the Capital Improvement Program (CIP) to include the Fire Station No. 1 Remodel <br />Project; on March 7, 2006 the CIP was amended again to identify this project to have a Phase I <br />and Phase II. The improvements the Fire Station No. 1 Project was identified to provide included: <br />upgrades to the electrical system, upgrades to the HVAC System, remodel of living quarters, <br />redesign to increase floor space to better accommodate the Department's fire equipment, and an <br />expansion of the square footage as it was never intended to house the Fire Department's <br />administrative offices. <br />ANALYSIS/DISCUSSION: <br />The design layout for the Fire Station Remodel Phase I and Phase II Project was prepared by <br />Kwang Cook and Associates and approved by Council on May 16, 2006. This layout included <br />reconfiguration of: existing office space occupied by the Fire Chief, Fire Marshall, Deputy Fire <br />Chief, Captain, Battalion Chief, Fire Safety Specialist, Emergency Command Center, Paramedic <br />and Administrative Assistant. In addition, this layout also identified an added multi-purpose room, <br />employee lounge, dormitory, gym area, secure storage and general storage area. <br />On June 06, 2006, council approved award of a professional services agreement for the Fire <br />Station No. 1 Remodel Project to Kwang Cook and Associates; the services provided by this <br />agreement would provide construction drawings for the approved layout. Upon receiving <br />completed construction drawings for the project, staff submitted them to the Building and Safety <br />Division for plan check. Once the project was approved by the Building and Safety Division staff <br />initiated the formal bid procedure for the Fire Station 1 Remodel Phase I and Phase II Project as <br />required for public projects by the Purchasing Ordinance Section 3.08.050 (c).
