CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF December 4, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: Anthony Arroyo, Human Resources Director
ITEM #8
SUBJECT: REQUEST COUNCIL APPROVE RESOLUTION FOR SETTING THE BASIC
COMPENSATION RATES FOR PART-TIME CLASSIFICATIONS AND
AMEND RESOLUTION R-48-07
DATE: November 7, 2007
BACKGROUND:
On September 12, 2006, Governor Schwarzenegger signed into law Assembly Bill 1835
increasing the minimum wage for all California employers from $6.75 per hour to $7.50 per hour
effective January 1, 2007, and $8.00 per hour effective January 1, 2008. On January 1, 2008,
AB 1835 will make California the state with the highest minimum wage.
DISCUSSION/ANALYSIS:
To bring the City into compliance with the second and final scheduled increase, the City must
adjust the salaries of any impacted positions effective January 1, 2008. While the increase will
not impact any full time classifications, it does impact a few part-time positions. The increases
average approximately $.50 per hour to the following part-time positions:
Recreation Leader
Community Child Care Teacher's Helper
Library Page
Work Trainee
The increase in salary for the Community Child Care Teacher's Helper and the Recreation
Leader will create compaction issues for other positions within the Child Care and Recreation
series. To address the compaction issues, we are recommending adjusting the following part-
time positions as well. The adjustments will result in the following increases:
Community Child Care Teacher's Aide, $.57 increase per hour
Community Child Care Teacher, $.50 increase per hour
Senior Recreation Leader, $.57 increase per hour
Recreation Specialist, $.67 increase per hour
FINANCIAL IMPACT:
These are part-time general fund positions which average 1,000 hours per year. The affected
departments will absorb the additional costs to their respective department.
ENVIRONMENTAL IMPACT:
No environmental impact is anticipated.
CONFLICT OF INTEREST — Gift Disclosure Requirements
No conflict of interest is anticipated.
RECOMMENDATION:
