CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF December 4, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Anthony Arroyo, Human Resources Director <br />ITEM #8 <br />SUBJECT: REQUEST COUNCIL APPROVE RESOLUTION FOR SETTING THE BASIC <br />COMPENSATION RATES FOR PART-TIME CLASSIFICATIONS AND <br />AMEND RESOLUTION R-48-07 <br />DATE: November 7, 2007 <br />BACKGROUND: <br />On September 12, 2006, Governor Schwarzenegger signed into law Assembly Bill 1835 <br />increasing the minimum wage for all California employers from $6.75 per hour to $7.50 per hour <br />effective January 1, 2007, and $8.00 per hour effective January 1, 2008. On January 1, 2008, <br />AB 1835 will make California the state with the highest minimum wage. <br />DISCUSSION/ANALYSIS: <br />To bring the City into compliance with the second and final scheduled increase, the City must <br />adjust the salaries of any impacted positions effective January 1, 2008. While the increase will <br />not impact any full time classifications, it does impact a few part-time positions. The increases <br />average approximately $.50 per hour to the following part-time positions: <br />Recreation Leader <br />Community Child Care Teacher's Helper <br />Library Page <br />Work Trainee <br />The increase in salary for the Community Child Care Teacher's Helper and the Recreation <br />Leader will create compaction issues for other positions within the Child Care and Recreation <br />series. To address the compaction issues, we are recommending adjusting the following part- <br />time positions as well. The adjustments will result in the following increases: <br />Community Child Care Teacher's Aide, $.57 increase per hour <br />Community Child Care Teacher, $.50 increase per hour <br />Senior Recreation Leader, $.57 increase per hour <br />Recreation Specialist, $.67 increase per hour <br />FINANCIAL IMPACT: <br />These are part-time general fund positions which average 1,000 hours per year. The affected <br />departments will absorb the additional costs to their respective department. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact is anticipated. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />No conflict of interest is anticipated. <br />RECOMMENDATION: <br />
