specific plan or zoning proposal which the City is studying or intends to study within a reasonable <br />time. Such an ordinance must be approved by 4/5 vote of the City Council. <br />The approval of a moratorium for the Regional Park Study Area is a tool to allow the City time to <br />effectively establish a compatible land use and implementation plan for development of the <br />ultimate Regional Park and surrounding uses. The moratorium ordinance would restrict approval <br />of land use entitlements and other permits that would result in a current and immediate threat to <br />the public safety, health, or welfare because consideration and approval of such uses may be <br />inconsistent with proposed land use designations that are being contemplated as part of the City's <br />General Plan program. The moratorium would protect and promote the planning process by, <br />among other things, prohibiting the introduction of potentially nonconforming land uses that could <br />defeat the land use goals of the City's later -adopted General Plan, specific plan and/or zoning <br />ordinance.
