ITEM #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 4,2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2007/2008 BUDGET IN THE AMOUNT OF $72,000 AND AUTHORIZE <br />AWARD OF PROFESSIONAL SERVICES AGREEMENT TO <br />TRANSPORTATION ENGINEERING AND PLANNING IN THE <br />AMOUNT OF $72,000. <br />DATE: NOVEMBER 13, 2007 <br />BACKGROUND: <br />The City Engineering Division has a regular need to contract traffic engineering services. These <br />services provide the Engineering Division: intersection analysis, traffic count data, trip generation <br />studies, policy area compliance and signal warrant analysis. The city utilizes these traffic <br />engineering services for project development and to respond to identified traffic safety concerns. <br />DISCUSSION/ANALYSIS: <br />Traffic engineering services were awarded in the amount of $80,000 to Transportation, Engineering <br />and Planning Inc. in November 2006. Funds set aside for these services have been expended and <br />staff has completed an informal bid as required by Purchasing Ordinance 0-12-03, Section <br />3.08.070 (b). The requested bids were for a twelve month term, which if approved would <br />commence December 2007 and end November 2008, with an option to renew for up to two <br />additional terms. The received bids, attached as Exhibit B, were analyzed based upon the hourly <br />rates provided for equal level personnel. The lowest hourly rates received were from <br />Transportation, Engineering and Planning Inc. Staff recommends award of a professional services <br />agreement in the amount not to exceed $72,000 for a twelve year term. <br />FINANCIAL IMPACT: <br />Staff requests Traffic Impact Fees be appropriated to expenditure account 248-0825-6900-3890 to <br />fund the identified traffic engineering services. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />CONFLICT OF INTEREST: <br />Company Name: Transportation Engineering and Planning Incorporated <br />President or Equal: Craig S.
