CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF December 18, 2007 <br />ITEM #9 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Bob Miller, Chief of Police <br />SUBJECT: Approval to Apply for Calgrip Grant in a Cooperative Program with <br />San Bernardino County Probation Department. <br />DATE: December 10, 2007 <br />BACKGROUND: <br />Recently, the Governor's Office of Emergency Services announced the availability of California <br />Gang Reduction, Intervention and Prevention Grants. (CaIGRIP) The Police Department has <br />discussed the requirements of this Grant with the San Bernardino County Probation Department <br />and have determined the ideal utilization of this grant is to apply for a cooperative program that <br />will aid in the regional efforts in combating gang violence. One component of the application is to <br />seek Council approval to apply for this Grant. <br />DISCUSSION/ANALYSIS: <br />Through this Grant program, the Police Department intends to add a Gang Officer position to the <br />Department and pair the Gang Officer with a Probation Officer assigned full-time to Colton PD. <br />The Grant period is for a maximum of $500,000 over a three year period. The focus of the <br />CaIGRIP program is on regional networking and quantifiable measurable approaches to gang <br />reduction, intervention, and prevention. The preliminary discussions with the San Bernardino <br />County Probation Department have resulted in a cooperative plan to unify the benefits of each of <br />our respective Departments by deploying a full-time Probation Officer with an additional Colton <br />Gang Officer. This two-man team will augment the existing two-man gang team, ultimately <br />doubling the level of manpower assigned to combat gang violence and reduce the level of <br />participation in gangs by area youths. <br />FISCAL IMPACT <br />The State CaIGRIP Grant is a matching funds Grant. Such match can be cash or "in-kind." Once <br />again, preliminary discussions with the San Bernardino County Probation Department determined <br />that each Department will meet the "in-kind" match by reallocating support personnel, supplies, <br />and equipment to this program at a level to match the total value of the Grant. The Grant has no <br />requirement to maintain the new position beyond the expiration of the Grant period. In the event <br />we are granted the funding, the Police Department would reassess the position at the expiration of <br />the Grant and make a determination whether or not to request City Council to permanently <br />authorized the position. <br />RECOMMENDATION: <br />Staff recommends approval to continue to work with the San Bernardino County Probation <br />Department in a cooperative effort to complete an application for the CaIGRIP Grant. The <br />completed Grant application is due December 31, 2007. Once the Grant is completed and we <br />receive an offer of funding, the Police Department will bring the full details of the Grant to the <br />Council for approval of acceptance. <br />
