CONCEPTUAL SITE PLAN <br />Because of the logistics, magnitude of the expenditure and considerable lead time <br />prerequisite to planning and developing the Project, the Developer has proposed to enter <br />into a development agreement concerning the Project ("Development Agreement") to <br />provide assurances that the Project can proceed without disruption caused by a change in <br />the City's planning policies and requirements except as provided in the Development <br />Agreement, which assurance will thereby reduce the actual or perceived risk of planning for <br />and proceeding with development of the Project. By entering into this Development <br />Agreement, the City agrees to hold most development fees' constant for five (5) years and <br />not introduce any new exactions from the development. <br />In exchange for entering into 1 <br />of benefits including (but not <br />Improvements, Neighborhood <br />contributions to the city. <br />ie Development Agreement, the City will receive a number <br />limited to) development of Regional Water Infrastructure <br />Park Construction, Circulation improvements, and financial <br />' Last year the city introduced a regional infrastructure fee that addressed the development mitigation for the <br />SANBAG Measure I program. This fee is expected to increase annually based upon increases in costs to <br />deliver regional transportation projects. The development agreement allows for this increase. <br />
