Report to City Council regarding Draft Program EIR for San Bernardino Valley Enterprise Zone the issues identified in the response letters were addressed and will be evaluated in future second-tier environmental documents prepared for specific projects. A Scoping Meeting was scheduled, properly noticed and held on October 29, 2007. No comments were received at the Scoping Meeting. The Draft EIR and the Notice of Completion were prepared and submitted to the State Clearinghouse. The Notice of Availability was published on November 12, 2007 in "The Sun" and was also sent by certified mail to responsible agencies. The 45 day public review and comment period began on November 13, 2007 and ended on December 28, 2007. Attached to this staff report is a copy of the Draft EIR (Attachment "A"). In addition, the Draft EIR was transmitted to affected taxing agencies, responsible agencies of the project, and made available for public review at the Office of the City Clerk at Colton City Hall and at the Colton Public Library, 656 North 9th Street, Colton. The Draft Program EIR concluded that, with mitigation incorporated, all environmental impacts resulting from the implementation of the SBVEZ Program in the City of Colton would be less than significant. Several sites, where hazardous pollutant concerns may be present, that occur on lists enumerated under Section 65962.5 of the Government Code are within the proposed SBVEZ Program area, however, none of these sites are specifically targeted or proposed for development under the proposed program at this time. Should any of the above referenced locations be slated for development, more environmental review would be completed as part of the development process with the appropriate mitigation.
