ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 5, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMANDA RHINEHART, INTERIM PUBLIC WORKS ADMINISTRATOR <br />SUBJECT: APPROVE APPOINTMENT OF CDBG (COMMUNITY DEVELOPMENT <br />BLOCK GRANT) AD HOC COMMITTEE FOR 2008-2009 CDBG <br />PROJECTS AND SET A PUBLIC HEARING FOR 2008-2009 CDBG <br />PROJECTS. <br />DATE: January 23, 2008 <br />BACKGROUND <br />The City of Colton is annually allotted Community Development Block Grant (CDBG) funding through the <br />County of San Bernardino, which endorses eligible community projects as determined by CDBG <br />guidelines and the San Bernardino County Community Development and Housing Department (CDH). A <br />CDBG Ad Hoc Committee has been established in prior years to assist staff in the review and <br />recommendation process for the upcoming year's CDBG funding project. Historically, the aggregate <br />number of CDBG Ad Hoc committee members has ranged from six to eight individuals. The 2007-2008 <br />Committee consisted of three Council Members, and three Planning Commissioners; the 2007-2008 <br />committee members were: Mayor Pro Tempore John Mitchell, Council Member Susan Oliva, Council <br />Member Richard De La Rosa, Commissioner Alex Perez, Commissioner Joe Perez, and Commissioner <br />Tom Archuleta. <br />The 2008-2009 CDBG Ad Hoc Committee will submit their recommendation for project funding to the City <br />Council at their February 19, 2008 meeting. A public hearing for the 2008-2009 CDBG Projects will also <br />be held during the February 19, 2008 meeting to allow the local community to voice their recommendation <br />for project funding. In the past, several non-profit organizations have voiced their opinions regarding the <br />selection of funded projects during the public hearing process. The Council approved list of projects is <br />ultimately due to CDH on February 27, 2008. <br />DISCUSSION/ ANALYSIS <br />The City Council retains final authority in determining the overall composition of the ad hoc committee, <br />comprised of members from the various Commissions and no more than three City Council members. <br />The overall directive of the committee depends on a majority vote for a project. Staff's role in the ad hoc <br />committee is an advisory role, one that determines any questionable needs and provides specific <br />responses; this role does not entail that staff serve on the committee, but is present to answer any <br />questions. <br />At the Jan 22, 2008, Planning Commission meeting, three members were recommended to serve on the <br />ad hoc committee. The recommended Commissioners are Alex Perez, Gilbert Arrieta, and Richard <br />Prieto. Should the City Council wish to continue with the original City Council Members and the <br />recommended Planning Commissioners, no action to establish a new ad hoc committee is required. <br />
