Design plans for an above ground storage tank (AST) at the city's corporate yard have been <br />completed by Cornerstone Technologies Inc., for the Fuel Tank Replacement Project. The above <br />mentioned fees and taxes will not be required expenses for an above -ground storage tank (AST). <br />The regulating agency for an AST installed at the city's Corporate Yard will be the Colton Fire <br />Department, rather than the San Bernardino County Fire Department. The designed AST will <br />replace the existing UST, thereby removing any threat of contamination to fresh drinking wells. <br />ANALYSIS/DISCUSSION: <br />Compliant with the bidding procedures established by the Section 3.08.090 of the purchasing <br />ordinance for public projects staff has formally bid the Corporate Yard Fuel Tank Replacement <br />Project. The bidding information for this project was advertised beginning on December 14, 2007 <br />and the bid opening was conducted on January 23, 2008. Staff received formal proposals from <br />seven (7) firms, with their corresponding base bid amount as follows: <br />1. West Tek, Inc. <br />2. JEM Industries, Inc. <br />3. Fleming Environmental, Inc. <br />4. Metro Environmental, Inc. <br />5. Encon Technologies, Inc. <br />6. Cora Constructors, Inc. <br />7. Tafoya and Associates <br />$ 175,000 <br />$ 180,140 <br />$ 184,350 <br />$ 209,800 <br />$ 221,321 <br />$ 259,750 <br />Late Bid (not opened) <br />Upon review, City staff found that West Tek, Inc. is the lowest responsive and responsible bidder. <br />Staff recommends awarding a construction agreement for this project to West Tek, Inc. in the <br />amount $ 175,000. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvement is exempt under CEQA Section 15302 — Replacement or <br />reconstruction of existing structures and facilities where the new structure will be located on the <br />same site as the structure replaced and will have substantially the same purpose and capacity as the <br />structure replaced. <br />CONFLICT OF INTEREST <br />Exact Business Name: West Tek, Inc. <br />President or equal: Mark Kunze <br />Contact or representative: Mark Kunze <br />FINANCIAL/FISCAL IMPACT: <br />The Internal Service Fund has funds available for the construction of this project.
