ITEM #16 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF FEBRUARY 5, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: Daryl Parrish, City Manager SUBJECT: Authorize the City Manager to execute a First Amendment to the City's existing standard Professional Services Agreement with TMG Communications, Inc., extending the term of the agreement to February 29, 2008; expand the scope of services; and increase the total compensation not to exceed five thousand seven hundred twenty eight dollars and seventy-two cents ($5,728.72) DATE: January 28, 2008 BACKGROUND: In 2006, the City of Colton initiated proceedings to annex the seven (7) islands contained within the City's Sphere of Influence. At the September 19, 2006 meeting, the Colton City Council directed staff to abandon the island annexation efforts and to work with the County to develop a cooperative approach to annexation. Subsequent to the City Council's action to terminate the annexation process, city staff contacted LAFCO to determine what (if any) impact this might have on future actions before LAFCO. LAFCO policy currently requires cities to annex their island areas prior to additional annexation applications being approved. This policy is currently impacting a number of communities in San Bernardino County and will likely affect Colton in the future. In the case of Colton, there are a number of development projects that require annexation into the city. These future annexation efforts in Colton may be impacted until such time that the islands are brought into the city. DISCUSSION/ANALYSIS: The City of Colton continues to evaluate an island annexation plan, which was brought to Council for discussion in July 2007. At that time, Staff was directed by Council to engage in a more concentrated outreach effort to residents within the unincorporated areas. For the most part, this has been completed by staff by hosting two community open houses for county pocket residents. The first was on November 17 at Paul Rogers Elementary School; the second was held December 1 at Reche Canyon Elementary School. Staff is proposing to hold one last annexation open house on February 13, 2008 at the Arrowhead Regional Medical Center. It is anticipated that representatives from both San Bernardino County Supervisors Gonzales and Hansberger will be present at that open house.
