ITEM #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 19, 2008. <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMANDA RHINEHART, INTERIM PUBLIC WORKS ADMINISTRATOR <br />SUBJECT: REQUEST TO AUTHORIZE EXECUTION OF THE DEDICATION <br />AGREEMENT BETWEEN CITY OF COLTON AND WATTS <br />INVESTMENTS, LLC, FOR THE MAIN AND IOWA PROJECT. <br />DATE: FEBRUARY 11, 2008 <br />BACKGROUND: <br />The Main and Iowa project ("Project") is a project located within the City of Colton (lead agency) <br />and the County of Riverside to improve traffic operation at the currently un -signalized intersection <br />of Main Street and Iowa Avenue. This intersection is located almost midway between Center <br />Street/I-215 and the Iowa Avenue/I-215 interchanges. The segment of Iowa Avenue to which Main <br />Street connects, acts as a frontage road to I-215 in this area, providing the principal vehicular access <br />route to these freeway interchanges. Main Street is also a primary east/west access for truck traffic <br />to the industrial areas of the southeastern section of the City of Colton and north Riverside County. <br />In addition, Main Street provides a direct link to existing industrial business centers west of <br />Michigan Avenue and north of Main Street in the City of Grand Terrace. <br />Main Street currently connects to Iowa Avenue at an approximately 70 degree angle. The Project <br />will create a 90 degree connection and signalize the intersection. Improvements will be per City of <br />Colton design standards and will extend to approximately 100 feet approaching and leaving the <br />intersection on both streets. These improvements include adding a second westbound lane to <br />accommodate both westbound right -turn and westbound left -turn movements. The addition of a <br />second westbound lane will also eliminate the existing turning radius deficiency for truck traffic on <br />this leg of the intersection. The Project will also include construction of concrete curb and gutter on <br />the north side of Main Street and on the east side of Iowa Avenue at this intersection. <br />ANALYSIS/DISCUSSION: <br />Adequate right-of-way to implement the Project will require relocating an existing utility vault as <br />well as obtaining the dedication of sufficient right-of-way from a property owned by Watts <br />Investments, LLC located on the north-east corner of Main Street and Iowa Avenue. The agreement <br />between City of Colton and Watts Investments, LLC ("Agreement") states that the dedication will <br />provide for thirty eight (38) feet of half width along Main Street and forty eight (48) feet of half <br />
