CITY OF COLTON <br />AGENDA REPORT ITEM #12 <br />FOR COUNCIL MEETING OF FEBRUARY 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD BID FOR A PARAMEDIC RESCUE SQUAD TO KOVATCH <br />MOBILE EQUIPMENT CORPORATION (KME) IN THE AMOUNT OF <br />$144,752.87 <br />DATE: FEBRUARY 11, 2008 <br />BACKGROUND: <br />The Fire Department is requesting approval to acquire a paramedic rescue squad vehicle as a <br />replacement for an existing 1997 paramedic squad. If approval is granted, the existing paramedic <br />rescue squad will be moved into reserve status replacing a 1992 reserve unit. The 1992 unit will <br />be used as a utility vehicle. <br />DISCUSSION/ANALYSIS: <br />Diligent effort was made to solicit competitive proposals for the paramedic rescue squad vehicle. <br />On November 28, 2007 the Request for Bids was distributed to 40 potential bidders via the City's <br />online bidding system: www.TheNetworkBidSystem.com. <br />A Public Bid Opening was held at 2:00 p.m. on January 14, 2008. Sealed bids were received <br />from the following: <br />1. Kovatch Mobile Equipment Corporation (KME) $144,752.87 <br />2. Leader Industries $157,680.59 <br />Both vendors pointed out minor issues with the specifications. However, upon further review by <br />the Fire Department, the issues pointed out by KME were deemed minor and acceptable, and will <br />be clarified by change order. The minor issues did not affect the amount of the bids <br />Staff performed its due diligence on KME, and believes that they are a responsible bidder and <br />their bid is responsive. Therefore, the Fire Department is recommending KME for award of the <br />bid. <br />FINANCIAL IMPACT: <br />Funds for the paramedic rescue squad are budgeted for in Account 100-6090-6091-4910. The <br />original budget for this account was $847,910 with $648,598 expended with no open <br />encumbrances leaving an available balance of $197,120 S available for this purchase. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Company Name: Kovatch Mobile Equipment Corporation <br />President: John Kovatch, III, President <br />
