FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL FOR CONTRACT AWARD TO KRIEGER & STEWART FOR <br />PROFESSIONAL ENGINEERING SERVICES ON AN AS NEEDED BASIS IN AN <br />AMOUNT NOT -TO -EXCEED $25,000. <br />DATE: FEBRUARY 11, 2008 <br />BACKGROUND: <br />The Wastewater Department provides wastewater collection and treatment services to <br />approximately 18,000 customers. The system is comprised of over 500,000 feet of sewer lines <br />and a wastewater facility capable of treating over 10 million gallons of wastewater. <br />DISCUSSION/ANALYSIS: <br />A variety of engineering support services are periodically needed to keep the City's wastewater <br />facilities operational and to insure reliable service to our customers are kept operational. <br />The City Manager approved a contract to Krieger & Stewart for as -needed services for the Water <br />Department's water system (Wells, Reservoirs and Booster Stations) in the amount of $25,000, <br />and the City Attorney approved it as to form. The contract for the water system is funded entirely <br />from a separate division and cost center. The City's Purchasing Policy for Professional Services <br />(CMC Section 3.08.070 (g)) states the City Manager shall not award a subsequent contract to the <br />same individual or entity for the same or similar services, or amend, extend or renew such a <br />contract, without City Council approval, when the award, amendment, extension or renewal will <br />result in the City paying an aggregate amount of more than twenty-five thousand dollars ($25,000) <br />to the individual entity in any given fiscal year. Therefore, Council action is needed for this <br />contract. <br />In addition, CMC Section 3.08.140 provides that the City Manager, for contracts up to $100,000, <br />may dispense with public bidding for Professional Services Agreements when it is in the best <br />interests of the City and its administrative operations. Krieger & Stewart is very familiar with the <br />City's Water & Wastewater Systems and has been working with the Department in prior fiscal <br />years providing engineering consulting services on an as -needed basis. Therefore, City staff <br />respectfully requests that City Council ratify the City Manager's waiver of competitive bidding, and <br />approve and award the Professional Services contract with Krieger & Stewart in an amount not -to - <br />exceed $25,000 for the sewer system on an as -needed basis. The aggregate of contracts <br />awarded to Krieger & Stewart for both contracts would be $50,000. <br />FINANCIAL IMPACT: <br />
