CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Dilu Dealwis, Finance Director <br />SUBJECT: Approve the Request for Recruitment and Ratification of the <br />Employee Appointment to the Full-time Position of Risk Manager; <br />Approve the Resolution Revising the Salary Range. <br />DATE: February 6, 2007 <br />BACKGROUND: <br />ITEM #4 <br />The position of Risk Manager has been vacant since August 2003. During this time, the city <br />created and filled the position of Risk Management Technician. The duties were the same as <br />those of the Risk Manager. Due to a recent vacancy of the Risk Management Technician, and <br />based on recommendation from the management auditors, that the liability with not having a <br />qualified Risk Manager outweighs the savings created by filling the position with a Risk <br />Management Technician, there is an immediate need to fill the higher-level position of Risk <br />Manager. The proposed salary range for this position is $5,547 - $6,742 per month. <br />DISCUSSION/ANALYSIS: <br />The Risk Manager position will have complete oversight of the city's liability program. The <br />responsibilities include, in part, ensuring proper reporting, investigation and correction of safety, <br />liability and insurance issues. The position also ensures the city is in compliance with various <br />legally mandated safety requirements imposed by OSHA and Cal -OSHA. <br />The primary—and immediate—role for the Risk Manager will be reviewing the various department <br />contracts that are approved by the City Council. City staff has been doing this in conjunction with <br />assistance from the city's insurance broker and staff from Best Best and Krieger. The agreement <br />with both parties was to assist city staff on a temporary basis. Given the high number of contracts <br />that are currently under review, it is necessary to fill the position of Risk Manager. In addition, this <br />position has oversight of the city's safety program; this is a function that can't be contracted out. <br />Attached to the report is a salary resolution, which is required to establish the recommended salary <br />range of $5,547-$6,742. The position was surveyed to determine a salary; however, there were <br />only comparable positions in the cities of Riverside and San Bernardino. The salaries for both <br />agencies are higher given the size of the organizations and the liability issues these two outside <br />agencies encounter in comparison to the City of Colton. Hence, the proposed salary is <br />commensurate with the salary of the prior incumbent including the negotiated cost of living <br />adjustments. <br />FINANCIAL IMPACT: <br />The salary and benefits for the Risk Manager will be approximately $105,175 per year and is an <br />Internal Service Fund funded position. Given that this position won't be filled until May, the cost for <br />this fiscal year will be approximately $17,530. The salary account 605-6040-8601-1010 had a <br />budget of $132,116 of which $64,529 has been expended and a projected $35,825 to be posted <br />through the end of the current year for allocation of time for Finance Director and Human Resource <br />
