ITEM #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMANDA RHINEHART; INTERIM PUBLIC WORKS <br />ADMINISTRATOR <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING A TEMPORARY <br />STREET CLOSURE OF FAIRWAY DRIVE BETWEEN SOUTH <br />AUTO PLAZA DRIVE AND CAMINO REAL STREET FOR A <br />PERIOD OF FIVE (5) DAYS <br />DATE: FEBRUARY 11, 2008 <br />BACKGROUND: <br />On January 28, 2008, Public Works Department received a request from A -Cone Zone Inc. to close <br />a full section of Fairway Drive from South Auto Plaza Drive to Camino Real Street. This is in <br />conjunction with the on-going ABS Auto Auction Parking Lot Expansion and Manufactured Office <br />Project located at 1630 Fairway Drive. The project was approved by the Design Review <br />Committee February 21, 2006. The conditions of approval set by the Public Works Department for <br />this project required the developer to widen Fairway Drive to a sufficient width and construct the <br />following street improvements: replacement of pavement, installation of sidewalk, driveways and <br />install landscaping. <br />DISCUSSION/ANALYSIS: <br />On February 13, 2008 the Traffic Safety Committee Meeting reviewed the requested road closure <br />required for the developer to install the conditioned improvements. The road closure will block the <br />west- and east -bound traffic along Fairway Drive starting from the intersections of South Auto <br />Plaza Drive and Camino Real Street for five (5) consecutive days. During the road closure the <br />traffic will be re-routed within the peripheral streets. Eastbound traffic from the City of Colton will <br />take Auto Plaza Drive northbound to the City of San Bernardino. While westbound traffic from the <br />City of San Bernardino will take Camino Real Street northbound to city of Colton. A -Cone Zone <br />Inc, has also submitted the traffic control plan to the City of San Bernardino and was given a permit <br />for this temporary road closure. <br />FINANCIAL IMPACT: <br />There is no financial impact for the City of Colton associated with the street closure; the developer <br />has paid all required street improvement fees. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 — Repair and <br />maintenance of existing facilities with no expansion of an existing use. <br />
