In order to allow the City of Colton to consolidate the special recall election with the June 3, <br />2008 Statewide Direct Primary Election the resolution calling the election must be submitted to <br />the San Bernardino County Registrar of Voters (ROV) by March 7, 2008. The March 7, 2008 <br />deadline set by ROV allows the completion of the required steps as set by the Elections Code to <br />place items on the ballot. Should action be delayed past the March 7, 2008 deadline the election <br />would be a stand alone special recall election with an estimated cost of over $96,000. <br />Respectfully, the following resolutions are submitted for your consideration. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />CALLING AND GIVING NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL <br />RECALL ELECTION TO BE CONSOLIDATED WITH THE STATEWIDE DIRECT <br />PRIMARY ELECTION ON TUESDAY, JUNE 3, 2008, FOR THE SUBMISSION OF THE <br />QUESTIONS OF THE RECALL OF A CERTAIN OFFICER AND THE ELECTION OF <br />CANDIDATES TO FILL THE VACANCY IF THE RECALL PREVAILS. <br />2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN <br />BERNARDINO TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO <br />THE CONDUCT OF A SPECIAL MUNICIPAL RECALL ELECTION TO BE <br />CONSOLIDATED WITH THE CONSOLIDATED ELECTION TO BE HELD ON <br />TUESDAY, JUNE 3, 2008. <br />FISCAL IMPACT: <br />If the Special Municipal Recall Election is consolidated with the San Bernardino County <br />Consolidated Election of June 3, 2008 the cost to the City would be approximately $21,200 to <br />$25,500. Additional costs related to the signature certification of the petition are pending and the <br />cost will be included in the final invoice for the recall election. <br />However, if the City of Colton conducts the Special Recall Election, the cost of the election is <br />estimated at $96,000. The estimated cost for an at -large election is not budgeted in the current <br />fiscal year. Invoice for this election will be received after July 1, 2008. If the Council decision is <br />to conduct a special election, staff recommends that the cost of this election be included in the <br />budget for Fiscal Year 2008-2009.
