ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL <br />AND COLTON UTILITY AUTHORITY MEETING OF APRIL 1, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, HONORABLE <br />CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AMEND THE EXISTING CONTRACTS WITH KRIEGER AND STEWART TO <br />PROVIDE PLAN CHECK AND AS -NEEDED WATER ENGINEERING SERVICES <br />IN THE AMOUNTS OF $6,500 AND $24,000 RESPECTIVELY. <br />DATE: MARCH 24, 2008 <br />BACKGROUND: <br />The Water Utilities Division contracts with Krieger & Stewart for hydraulic analysis and plan check <br />review on new developments such as large residential projects. The Water Division also <br />contracts with Krieger & Stewart for as -needed water engineering services for emergencies and <br />various projects, such as the design work for the mainline replacement projects and additional <br />infrastructure for the water system. <br />DISCUSSION/ANALYSIS: <br />In order to meet the department's project goals additional services from Krieger & Stewart are <br />needed for plan checking and water engineering. These services will result in expending <br />approximately $6,500 for plan checks and $24,000 for as -needed water engineering consulting <br />services. <br />Plan check fees are collected per Ordinance 0-15-98 and fund the cost of services performed by <br />Krieger & Stewart. <br />The City's Purchasing Policy for Professional Services (CMC Section 3.08.070 (g)) states the City <br />Manager shall not award a subsequent contract to the same individual or entity for the same or <br />similar services, or amend, extend or renew such a contract, without City Council approval, when <br />the award, amendment, extension or renewal will result in the City paying an aggregate amount of <br />more than twenty-five thousand dollars ($25,000) to the individual entity in any given fiscal year. <br />Therefore, Council action is needed for these contracts. <br />In addition, CMC Section 3.08.140 provides that the City Manager, for contracts up to $100,000, <br />may dispense with public bidding for Professional Services Agreements when it is in the best <br />interests of the City and its administrative operations. Krieger & Stewart is very familiar with the <br />City's Water & Wastewater Systems and has been working with the Department in prior fiscal <br />years providing plan checking and engineering consulting services on an as -needed basis. <br />Therefore, City staff respectfully requests that City Council ratify the City Manager's waiver of <br />competitive bidding, and approve to amend the Professional Services contracts with Krieger & <br />Stewart for an additional $6,500 for continued plan check reviews and an additional $24,000 for <br />
