ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF APRIL 1, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMANDA RHINEHART; INTERIM PUBLIC WORKS ADMINISTRATOR <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO INCLUDE <br />ADDITIONAL THROUGH STREETS AND STOP INTERSECTIONS, <br />COLTON AVENUE APPROACHING COBURN STREET FROM THE <br />SOUTH AND HARBER DRIVE FROM THE NORTH. <br />DATE: March 24, 2008 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through <br />streets and stop intersections within the City of Colton. Installation of stop signs, as well as other <br />traffic control devices, must be warranted under the guidelines established in the Manual on <br />Uniform Traffic Control Devices. <br />ANALYSIS/DISCUSSION: <br />At the intersection of Colton Avenue at Coburn Street and Harber Drive, visibility is limited due to <br />the existing block wall located on the southeast corner of the intersection. The location was <br />reviewed by the City of Colton Traffic Safety Committee on March 12, 2008. Transportation, <br />Engineering and Planning Inc. completed a warrant analysis, attached as Exhibit B, for this <br />intersection. The intersection met the warrant standards because the restricted view indicates a <br />need for a traffic control device by means of a STOP sign. <br />Staff recommends approval for installation of traffic control devices on Colton Avenue at <br />Coburn Street and Harber Drive. <br />FINANCIAL IMPACT: <br />This action will require the installation of a stop sign and two advance warning signs. The <br />approximate material cost for these installations is $1,000.00. Funds for these materials have been <br />encumbered in the Streets Division account: 100-6150-6160-2301. <br />
