ITEM #10 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF APRIL 1, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: AMANDA RHINEHART; INTERIM PUBLIC WORKS ADMINISTRATOR SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO INCLUDE ADDITIONAL THROUGH STREETS AND STOP INTERSECTIONS, COLTON AVENUE APPROACHING COBURN STREET FROM THE SOUTH AND HARBER DRIVE FROM THE NORTH. DATE: March 24, 2008 BACKGROUND: The State of California Vehicle Code allows the installation of traffic control devices, if adopted by a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through streets and stop intersections within the City of Colton. Installation of stop signs, as well as other traffic control devices, must be warranted under the guidelines established in the Manual on Uniform Traffic Control Devices. ANALYSIS/DISCUSSION: At the intersection of Colton Avenue at Coburn Street and Harber Drive, visibility is limited due to the existing block wall located on the southeast corner of the intersection. The location was reviewed by the City of Colton Traffic Safety Committee on March 12, 2008. Transportation, Engineering and Planning Inc. completed a warrant analysis, attached as Exhibit B, for this intersection. The intersection met the warrant standards because the restricted view indicates a need for a traffic control device by means of a STOP sign. Staff recommends approval for installation of traffic control devices on Colton Avenue at Coburn Street and Harber Drive. FINANCIAL IMPACT: This action will require the installation of a stop sign and two advance warning signs. The approximate material cost for these installations is $1,000.00. Funds for these materials have been encumbered in the Streets Division account: 100-6150-6160-2301.
