CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 20, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />ITEM #4 <br />FROM: BOB MILLER, CHIEF OF POLICE <br />SUBJECT: AWARD A CONTRACT FOR THE PURCHASE OF TWO POLICE <br />MOTORCYCLES TO HUNTINGTON BEACH HONDA IN THE <br />AMOUNT OF $48,595.88 <br />DATE: May 12, 2008 <br />BACKGROUND: <br />The Police Department Traffic Division utilizes law enforcement equipped motorcycles to <br />educate motorists and enforce existing traffic safety laws. <br />These motorcycles allow traffic officers to quickly and safely navigate congested streets <br />when responding to traffic collisions, enforce municipal and state traffic safety laws, <br />respond swiftly and safely to crimes in progress and provide a high profile easy accessible <br />liaison to the general public. Traffic officers work with allied state and local law <br />enforcement agencies to reduce deaths, injuries and economic losses resulting from traffic <br />related collisions. The primary interest of traffic division officers are motorist education, <br />traffic safety, impaired driving enforcement, increased motorist seatbelt use, speed <br />enforcement and increased bicycle safety. <br />The Traffic Division has utilized motorcycles since 1988. During that time no officer has <br />lost his life or been seriously injured. This can be attributed to the extensive training <br />program officers must complete prior to receiving an appointment to the traffic division. <br />The training continues quarterly throughout the assignment and officers take great pride in <br />the accomplishment. <br />DISCUSSION/ANALYSIS: <br />The objective (as stated) is to help reduce the number of motorists killed or injured in traffic <br />collisions in the City of Colton. This is achieved by the broad enforcement of municipal and <br />state traffic laws. <br />The funding requested will provide two Honda motorcycles, with associated radio and <br />radar equipment, to supplement the current aging fleet of motorcycles. <br />The objectives will be achieved through the development of an operational plan to <br />implement a best practice strategy as outlined above. <br />Pursuant to Colton Municipal Code Section 3.08.00(B), this purchase was subject to the <br />City's non-public project informal bidding procedure. Accordingly, the notice inviting bids <br />had to be sent to at least three (3) bidders. Bids were in fact submitted by three Honda <br />Motorcycle dealerships in the following amounts: <br />
