ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL <br />AND COLTON UTILITY AUTHORITY MEETING OF MAY 20, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, HONORABLE <br />CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR THE ASPHALT REPAIR AT THE WATER <br />RECLAMATION FACILITY TO JB PAVING & ENGINEERING IN AN MOUNT <br />NOT- TO -EXCEED $87,200. <br />DATE: MAY 12, 2008 <br />BACKGROUND: <br />The roadways at the Wastewater Treatment Plant are over 35 years old and have many cracks <br />and missing asphalt. Unit three (3) was built with gravel roads. This repaving Project Plan is to <br />refurbish the exiting road way and improve the gravel roads within the plant. <br />DISC USSION/ANALYSIS: <br />A Notice of Inviting Bids was sent to the firms on the informal bidder's list we are required to keep <br />pursuant to Section 3.08.100 of the CMC and the Uniform Public Construction Cost Accounting <br />Act for the Water Reclamation Asphalt Repair Project, which consists of: 1) Overlay of main <br />roads, 2) Remove, regrade and replace road to DAFT and 3) Oil or pave roads around unit 3. <br />Staff also called to confirm that Notice of Inviting Bids was received. The bid opening was held on <br />Thursday, May 1, 2008 at 3:30 p.m. in the Corporate Yard Conference Room. One (1) sealed bid <br />was received from JB Paving & Engineering. The bid was evaluated and met the Wastewater <br />Department's asphalt repair specifications and pricing. Staff had researched the cost and asphalt <br />repair specifications before going out to bid. The average cost of the asphalt repair was <br />approximately $90,000. Therefore, staff recommends the Colton Utility Authority approve the <br />award to JB Paving & Engineering in an amount not -to -exceed $87,200 (Attached Bid Analysis). <br />FINANCIAL IMPACT: <br />Funds are available for this project in the Capital Improvement Account Number 522-8200-8204- <br />3890-0000-000 with unencumbered funds in the amount of $187,200.00. <br />Year -to -Date <br />Budget Expenditures Oen Encumbrances Available Funds <br />$200,000 $12,800 $0.00 $187,200 <br />ENVIRONMENTAL IMPACT: <br />None <br />
