approval, environmental documents (PA&ED), and the design (referred to as PS&E) of this Project. <br />Any work beyond what is necessary for PA&ED and PS&E for this project will be part of an <br />independent, separate project agreement. This Cooperative Agreement identifies three cost <br />components for this Project: 1) Project Management/Administration 2) PA&ED and 3) PS&E. <br />The total cost for Project Management/Administration, PA&ED and PS&E (including Right of <br />Way Engineering) is estimated at three million four hundred eighty-eight thousand twenty-six <br />dollars ($3,488,026). As per this agreement, Project Management services will be rendered by <br />SANBAG and all Project Management costs, estimated at four hundred fifty-nine thousand seven <br />hundred twenty-eight dollars ($459,728), will be the responsibility of the City of Colton. The <br />PA&ED and PS&E costs are subject to a development mitigation fair share percentage as <br />determined by Measure I 2010-2040 and require 19.6% to be funded by City development <br />contributions. The City of Colton's share of PA&ED and PS&E costs is estimated at five hundred <br />ninety-three thousand five hundred forty-seven dollars ($593,547). The remaining 80.4%, estimated <br />at two million four hundred thirty-four thousand seven hundred fifty-one dollars ($2,434,751) will <br />be provided by SANBAG. <br />Considering City of Colton council approval on May 20, 2008, the Cooperative Agreement will go <br />before SANBAG Board of Directors for approval on June 4, 2008. <br />ENVIRONMENTAL IMPACT: <br />Approval of the attached cooperative agreement for the Valley Blvd/BNSF grade separation project <br />will not have an environmental impact. The necessary environmental documentation will be <br />completed prior to the construction phase of the project. <br />CONFLICT OF INTEREST: <br />Exact Business Name: San Bernardino Associated Governments (SANBAG) <br />President or equal: Deborah Barmack, Executive Director <br />Contact or representative: Gilbert Betancourt <br />FINANCIAL/FISCAL IMPACT: <br />As stated above, the attached Cooperative Agreement identifies a cost share proposal for the costs <br />correspondent to the Project. If the attached Cooperative Agreement is approved by Council, the <br />City of Colton is responsible for the Project Management costs. In addition, City of Colton is <br />required to provide 19.6% of the PA&ED and PS&E costs including Right of Way Engineering. <br />The details of the Project cost estimate and the cost share breakdown are attached as "Exhibit "B." <br />This exhibit identifies the City's share for Fiscal Year 2008/2009 at $214,421. These funds will be <br />available from Fiscal Year 2008/2009 Measure I funds. These funds will be budgeted and set aside <br />for the Valley Boulevard/BNSF Grade Separation Project in both the city's Five Year Measure I <br />Plan and the Fiscal Year 2008/2009 Capital Improvement Program. <br />
