CITY OF COLTON <br />AGENDA REPORT ITEM #6 <br />FOR COUNCIL MEETING OF JUNE 3, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD BID FOR A 2009 FORD ESCAPE HYBRID TO REDLANDS <br />FORD, INC. IN THE AMOUNT OF $28,153.05 <br />DATE: MAY 21, 2008 <br />BACKGROUND: <br />The Information Services (IS) Division of the Finance Department is requesting approval to <br />replace a 1997 Chevy Solectra electric vehicle. The current electric vehicle is used by IS staff to <br />make deliveries of computer equipment and to provide computer support services to Departments <br />throughout the City. The electric vehicle has over 62,660 miles and is showing considerable wear. <br />The battery pack which serves as a fuel for the vehicle is no longer able to retain a full charge. <br />Since the electric vehicle cannot be fully charged, the full throttle speed is less than 35 mph and <br />can only travel about 15 miles before needing to be recharged. <br />The 2009 Ford Escape Hybrid is more appropriate for transporting computer equipment <br />throughout the City because of its larger cargo area. In addition, this vehicle will be used to collect <br />the raw GIS data, such as broken curves and sidewalks throughout the City. Hybrid technology is <br />better for the environment due to cleaner emissions and, more cost effective based on current fuel <br />prices and improved mileage. <br />DISCUSSION/ANALYSIS: <br />Diligent effort was made to solicit competitive bids for a 2008 Ford Escape Hybrid. On May 1, <br />2008 the Request for Bids was distributed to 60 potential bidders via the City's online bidding <br />system: www.TheNetworkBidSystem.com. <br />An electronic Bid Opening was held at 2:00 p.m. on May 8, 2008. Sealed (encrypted) bids were <br />received from the following: <br />1. Redlands Ford, Inc. $26,120.00 <br />2. Pearson Ford $27,619.00 <br />3. Theodore Robins Ford, Inc. $29,069.82 <br />4. Villa Ford $29,577.60 <br />A bid abstract is attached showing prices quoted by each vendor and any exceptions noted. The <br />recommended vendor's price is highlighted in Yellow (plus tax and tire fee). Please note none of <br />the bidders had any 2008 models available, therefore, all bids are for a new 2009 model. <br />FINANCIAL IMPACT: <br />Funds for the 2009 Ford Escape Hybrid are budgeted for in Account 605-6040-6044-4910. <br />Sufficient funds are available in this Account for the proposed purchase, based on: <br />
