APPOINTMENTS: City Commissions & Committees; Regional Boards & Committees None. ACTION ITEM: Approve and Adopt a Resolution for the City of Colton Establishing a Display Policy for the POW/MIA Flag, RESOLUTION NO. R-48-08. Mayor Chastain announced that she would recuse herself from the vote on this item and introduced City Attorney Derleth who provided a statement on the reason for recusing. City Attorney Derleth stated that, because of the nature of today's election, there is a perfunctuary statute that requires the Mayor to recuse herself - beginning on Election Day and continuing until the Election is certified - from voting on any items that could commit to an expenditure of funds. For tonight, that would be this item and five items on the consent calendar - items 3, 5, 6 7 and 8. This has nothing to do with any potential conflict of interest. Mayor Chastain stepped away from the dais and Mayor Pro Tempore Mitchell presided. PUBLIC COMMENT: Gary Cherms spoke in support of this item. Motion/second by CM Suchil/Yzaguirre to approve and adopt Resolution No. R-48-08. Motion carried with Mayor Chastain recusing herself from voting.
