RESIDENTIAL SERVICE INCREASES <br />The residential rate provides for collection and composting of solid waste, green waste, recyclable <br />materials and bulky items. The City of Colton continues to receive a 15% Franchise Fee, a <br />percentage of the rate charged by Republic Industries. <br />Last year's single family rate was $21.61; this year's proposed billed rate of $22.63 is a result of the <br />following increases in cost: <br />• CPI increase <br />$0.583 <br />• San Bernardino County Disposal Cost increase <br />$0.165 <br />• Franchise Fee <br />$0.15 <br />• Diesel Surcharge <br />$0.08 <br />• Utility Tax <br />$0.04. <br />These increases total $1.018. The noted increase in CPI, as described in the previous section, <br />allows for increased costs that are calculated based on each year's local CPI index; the January <br />2007 local CPI index was 3.92%. The per ton disposal cost of solid waste increases annually and <br />is determined by the County of San Bernardino. As provided for in the agreement between the city <br />and Republic Industries, the city receives a Franchise Fee totaling 15% of the rate charged by <br />Republic Industries. The diesel surcharge listed above is a result of the drastic swell experienced <br />in fuel prices; the hauler has requested a rate increase to offset any increases above ten percent of <br />the average fuel prices experienced in 2003. A 4% Utility Users Tax was approved by the voters in <br />March 2004; this tax is reflected in the proposed monthly single family bill rate for residents of <br />$22.63. <br />COMMERCIAL SERVICE INCREASES <br />The proposed commercial rates vary depending on the needs of the business and are displayed in <br />Exhibit A of the resolution, attached to this report. The most commonly chosen service by the <br />commercial sector within the City is the 3 -yard bin with one weekly pick up. The proposed <br />commercial rate for fiscal year 2008/2009 is $102.75. This rate includes bulky item pick up <br />services to commercial customers. When adjusted to include the Franchise Fee and Utility Tax <br />Increase of 6%, the 2008/2009 rate will be $128.14.
