ITEM #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: BOB MILLER, CHIEF OF POLICE <br />SUBJECT: REQUEST APPROVAL FOR AMENDMENT TO PROTECTION ONE <br />ALARM MONITORING, INC. CONTRACT DATED MAY 29, 2008, FOR <br />AN ADDITIONAL AMOUNT OF $5,722.78. <br />DATE: JULY 16, 2008 <br />BACKGROUND: <br />The Police Department currently has a five year contract with Protection One Alarm Monitoring, <br />Inc. beginning June 17, 2008 and ending June 17, 2013. Protection One Alarm Monitoring, Inc. is <br />providing electronic security installation, training, and web based services to the Police <br />Department. <br />DISCUSSION / ANALYSIS: <br />The Police Department continues in its remodeling projects to bring the department up to date, <br />making it necessary to have additional hardware installed for the electronic security service. <br />Originally included in the five year plan, the contractor would upgrade programming, equipment, <br />and wiring for the Police I.D. Badge project consisting of : Brivo ACS 5000 Access Control Main <br />Panel w/2 Reader Board, power supply, transformer and battery; 3 Expansion Board, 2 Readers; <br />Lot Wire, 18/6 Shielded; Lot Wire, 18/2 Shielded; Lot Complete Installation, Re -Cabling, & <br />Training; Lot Manuals & Documentation. The location for devices is subject to change pending <br />the customer's request or if necessary for the system to operate properly. The additional services <br />are for 3 more Expansion Boards; 1 Four Board Expansion Chassis with Power Supply; and Two <br />Proximity Readers. The major value of these additions is the implementation of new ID cards for <br />entry into the Police Department. <br />Early last fiscal year Protection One bought out PSI who had installed and maintained our badge <br />system for over six (6) years. Since then, Protection One has brought the badge system into <br />proper working order and their personnel have become familiar with the layout of the system and <br />technological equipment. This represents a benefit to the Police Department and officer safety. <br />Municipal Code 3.08.140 section (e) allows the City to dispense with the bidding requirements for <br />professional services when the City Council determines that it is in the best interests of the city <br />and its administrative operations to dispense with public bidding. In this case, the staff <br />recommends that the City Council waive the bidding requirements due to the familiarity with the <br />badge system, technological equipment, and officer safety. <br />ENVIRONMENTAL IMPACT: <br />None <br />
