ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 5, 2008 <br />TO: Honorable Mayor and City Council Members <br />FROM: Bob Miller, Chief of Police <br />SUBJECT: Request to approve the acceptance of the 2008 Edward Byrne <br />Justice Assistance Grant (JAG) from the United States <br />Department of Justice; Approve the attached grant and allocate <br />The funds upon receipt; <br />DATE: July 31, 2008 <br />BACKGROUND: <br />The Edward Byrne Memorial Justice Assistance Grant Program is the primary provider <br />of federal criminal justice funding to state and local jurisdictions. The formula for the <br />distribution of funds is based on each city's population, their Part 1 crimes, and direct <br />allocations to State and local governments. The City of Colton's allocation has been <br />determined to be $10,056.00. These grant funds must be expended within a four-year <br />period for law enforcement purchases only. The grant cannot be used to purchase <br />weapons, ballistic vests, or to supplant equipment. The Agreement must be submitted to <br />the U.S. Department of Justice no later than July 8, 2008 to ensure receipt of our <br />allocation. However, due to the short time frame of the Grant, Stefanie Harris, State <br />Policy Advisor for the Bureau of Justice Assistance, Office of Justice Programs for the <br />U.S. Department of Justice, offered to hold the Grant for council approval on August 5, <br />2008. Ms. Harris' contact number is 202-305-8069. <br />DISCUSSION/ANALYSIS: <br />These funds must be utilized for law enforcement purposes only. The Police Department <br />will utilize our allocation to fund equipment, supplies, and information system <br />technology for the set up of the new Youth Services Offices, including Police Activities <br />League (P.A.L.), Colton At Risk Teens (C.A.R.T.), and the Parent Project.
