CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OF COMMUNITY <br />SERVICE OFFICER TO ADMINISTRATIVE ANALYST I <br />DATE: July 21, 2008 <br />BACKGROUND: <br />ITEM #8 <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it requests input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On June 16, 2008, an employee in the Police Department was provided with "Request for <br />Reclassification" form. On July 17, the employee submitted all of the required documents to the <br />Human Resources Department. <br />DISCUSSION/ANALYSIS: <br />The classification of Administrative Analyst I performs various tasks. Some of these include: report <br />writing, research on a subject related to the specific department, oversight of department or division <br />budget(s), and any other high-level administrative task assigned by the director or supervisor. The <br />Administrative Analyst I is an entry level position assigned to perform some of the tasks previously <br />noted; the position requires at a minimum a Bachelor's degree. The incumbent Community <br />Service Officer has been performing the duties which would typically be assigned to an <br />Administrative Analyst. Ms. Gutierrez has been performing the duties in an excellent manner and <br />will continue to allow the department to improve efficiency in its operation. <br />It is not uncommon for police departments to employ analysts at various levels. The reason for this <br />is that tasks that would typically be assigned to a sworn officer (research, budget oversight, report <br />writing) can be assigned to the analyst employee. Given the various tasks and responsibilities that <br />occur within the Colton Police Department, it has now become necessary to reclassify the <br />incumbent to the position of Administrative Analyst I.
