FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF FIVE <br />(5) EMPLOYEE APPOINTMENTS TO FULL-TIME POSITION OF WATER <br />DISTRIBUTION OPERATOR I OR II IN THE WATER DEPARTMENT. <br />DATE: JULY 28, 2008 <br />BACKGROUND: <br />There is a need to establish an Eligibility List for five vacancies of the full-time position of Water <br />Distribution Operator I or II to ensure reliable service continues to the community in a timely <br />manner. The salary range for the Water Distribution Operator II is $3,367 - $4,092 per month. <br />In Fiscal Year 07/08 the Water Division had three employees promoted to Water Distribution <br />Operator III's and one employee resigned; in addition, the Water Division had one vacancy <br />budgeted for the fiscal year. The salary savings from these vacancies were used to assist in the <br />increase cost of the Perchlorate Litigation and to complete some of the Water Capital Improvement <br />Projects (Waterline Replacement Program). <br />DISCUSSION/ANALYSIS: <br />The Water Department periodically has vacancies; therefore, a continuous Eligibility List needs to <br />be established in order for the department to have minimal downtime when a vacancy occurs. By <br />having an Eligibility List on hand the Water Department can recruit at any time when a position <br />becomes available for a Water Distribution Operator I or Il. <br />Due to the current depletion of staff, crews are being spread thin in order to respond to the on- <br />going demand of necessary maintenance and repair of our water system. In addition, due to the <br />lack of manpower, capital improvement projects, i.e., main line replacement, are taking longer to <br />complete which is causing more inconvenience to residents.
