ITEM #20 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETENU OF AUGUST 5, 2UUZ; TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: APPROVE AMENDING THE FISCAL YEAR 2008/2009 CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE IMPOUND YARD PHASE IV; AWARD BID FOR A PREFABRICATED BUILDING TO GENERAL STEEL CORPORATION, IN THE AMOUNT OF $77,600; AUTHORIZE SOLICITATION OF BIDS FOR THE IMPOUND YARD PHASE IV PROJECT. DATE: JULY 28, 2008 BACKGROUND: On November 1, 2005, the City Council approved the construction of the Police Impound Yard on a City owned lot located along Fogg Street, south of "M" Street. In July 2006, the construction of the Police Impound Yard Phase I and II were completed; Notice of Completion was filed on June 6, 2006. These completed phases of the Impound Yard Project have developed approximately two acres of the 3.63 acre parcel upon which the Impound Yard exists. Due to the volume of vehicles the Impound Yard operation is experiencing, it is prudent to complete the Impound Yard Phase III Project. This phase will expand the square footage of the Impound Yard to its parcel lot boundaries. On March 20, 2007, council approved the expansion of the Police Impound Yard. The completed Phase III will fence the entire Impound Yard parcel number 0163- 232-24-000. Once the Phase III work is completed the next phase of improvements at this site would provide for installation of a pre-engineered building to provide a Police sub -station and storage for tactical vehicles. ANALYSIS/DISCUSSION: Staff requests the Fiscal Year 2008/2009 Capital Improvement Program be amended to include the Impound Yard Phase IV Project, which will oversee installation of a pre-engineered building at the Impound Yard. The informal bidding procedure for the purchase of a pre-engineered building that will serve as the tactical vehicle enclosure and sub -station has been completed. The lowest responsive and responsible bidder was General Steel Corporation; the bid amount was $77,600.00. Staff requests authorization to award and purchase a prefabricated building, identified as Exhibit A, for the Impound Yard Phase IV Project. Fabrication and delivery of the building will take approximately six weeks; the prefabricated structure will be delivered to the project site. Once delivered installation of the building will be
