ITEM #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETENU OF AUGUST 5, 2UUZ; <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE AMENDING THE FISCAL YEAR 2008/2009 CAPITAL <br />IMPROVEMENT PROGRAM TO INCLUDE THE IMPOUND <br />YARD PHASE IV; AWARD BID FOR A PREFABRICATED <br />BUILDING TO GENERAL STEEL CORPORATION, IN THE <br />AMOUNT OF $77,600; AUTHORIZE SOLICITATION OF BIDS <br />FOR THE IMPOUND YARD PHASE IV PROJECT. <br />DATE: JULY 28, 2008 <br />BACKGROUND: <br />On November 1, 2005, the City Council approved the construction of the Police Impound Yard on a <br />City owned lot located along Fogg Street, south of "M" Street. In July 2006, the construction of the <br />Police Impound Yard Phase I and II were completed; Notice of Completion was filed on June 6, <br />2006. These completed phases of the Impound Yard Project have developed approximately two <br />acres of the 3.63 acre parcel upon which the Impound Yard exists. <br />Due to the volume of vehicles the Impound Yard operation is experiencing, it is prudent to complete <br />the Impound Yard Phase III Project. This phase will expand the square footage of the Impound <br />Yard to its parcel lot boundaries. On March 20, 2007, council approved the expansion of the Police <br />Impound Yard. The completed Phase III will fence the entire Impound Yard parcel number 0163- <br />232-24-000. Once the Phase III work is completed the next phase of improvements at this site <br />would provide for installation of a pre-engineered building to provide a Police sub -station and <br />storage for tactical vehicles. <br />ANALYSIS/DISCUSSION: <br />Staff requests the Fiscal Year 2008/2009 Capital Improvement Program be amended to include the <br />Impound Yard Phase IV Project, which will oversee installation of a pre-engineered building at the <br />Impound Yard. The informal bidding procedure for the purchase of a pre-engineered building that <br />will serve as the tactical vehicle enclosure and sub -station has been completed. The lowest <br />responsive and responsible bidder was General Steel Corporation; the bid amount was $77,600.00. <br />Staff requests authorization to award and purchase a prefabricated building, identified as Exhibit A, <br />for the Impound Yard Phase IV Project. <br />Fabrication and delivery of the building will take approximately six weeks; the prefabricated <br />structure will be delivered to the project site.
