ITEM #19 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE TEEN CENTER <br />AT CHAVEZ PARK PROJECT. <br />DATE: JULY 29, 2008 <br />BACKGROUND: <br />During a budget workshop held on February 16, 2006, the Department of Public Works presented <br />the City Council a supplemental document to the Fiscal Year 2005/2006 Capital Improvement <br />Program (CIP). Among several other projects the Supplemental CIP identified the Teen Center <br />Project. On March 7, 2006, City Council action approved amending the CIP to not only include <br />these projects, but also allocated $250,000 to the Colton Teen Center Project from bond proceeds. <br />On October 2, 2007, Council action approved the project site for the Teen Center Project as <br />Chavez Park. Subsequently, the architectural design agreement was awarded by Council action <br />on November 6, 2007, to Kwang Cook and Associates. <br />During the Recreation and Park Commission's February 20, 2008 meeting, staff presented the <br />option to finance the construction of the Teen Center Project from funds identified for the Chavez <br />Park Improvement. The Commission voted to approve the reallocation of $1,000,000 from the <br />Chavez Park Improvement Project to finance the construction phase of the Teen Center Project <br />and use the remaining $182,000 for the Chavez Park Improvement Project to provide the following <br />park improvements: skate park improvements ($122,000), concrete improvements ($15,000), and <br />new ball field fencing ($45,000). Council action on March 4, 2008 supported the recommendation <br />of the Recreation and Park Commission. <br />ANALYSIS/DISCUSSION: <br />The Plans, Specifications and Construction Estimates for this project are now complete. These <br />documents were completed by Kwang Cook and Associates and reviewed by staff. This project is <br />now ready for construction. The Engineer's Estimate for the Project is $1,254,832. The plans for <br />this project are attached as Exhibit A. <br />During the bidding process every attempt will be made by the Public Works/Engineering staff to <br />ensure a wide range of potential bidders are reached. The City will advertise in local newspapers <br />and `plan houses' where contractors can view the Project's plans, specifications and documents; <br />these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- <br />03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction <br />phase of this project. <br />
