ITEM #19 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE TEEN CENTER AT CHAVEZ PARK PROJECT. DATE: JULY 29, 2008 BACKGROUND: During a budget workshop held on February 16, 2006, the Department of Public Works presented the City Council a supplemental document to the Fiscal Year 2005/2006 Capital Improvement Program (CIP). Among several other projects the Supplemental CIP identified the Teen Center Project. On March 7, 2006, City Council action approved amending the CIP to not only include these projects, but also allocated $250,000 to the Colton Teen Center Project from bond proceeds. On October 2, 2007, Council action approved the project site for the Teen Center Project as Chavez Park. Subsequently, the architectural design agreement was awarded by Council action on November 6, 2007, to Kwang Cook and Associates. During the Recreation and Park Commission's February 20, 2008 meeting, staff presented the option to finance the construction of the Teen Center Project from funds identified for the Chavez Park Improvement. The Commission voted to approve the reallocation of $1,000,000 from the Chavez Park Improvement Project to finance the construction phase of the Teen Center Project and use the remaining $182,000 for the Chavez Park Improvement Project to provide the following park improvements: skate park improvements ($122,000), concrete improvements ($15,000), and new ball field fencing ($45,000). Council action on March 4, 2008 supported the recommendation of the Recreation and Park Commission. ANALYSIS/DISCUSSION: The Plans, Specifications and Construction Estimates for this project are now complete. These documents were completed by Kwang Cook and Associates and reviewed by staff. This project is now ready for construction. The Engineer's Estimate for the Project is $1,254,832. The plans for this project are attached as Exhibit A. During the bidding process every attempt will be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are reached. The City will advertise in local newspapers and `plan houses' where contractors can view the Project's plans, specifications and documents; these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- 03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction phase of this project.
