CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE AGUA MANSA ROAD WIDENING AND REALIGNMENT PROJECT -PHASE I. DATE: JULY 29, 2008 BACKGROUND: The Agua Mansa Road Widening and Re -alignment Project Phase I is part of the Fiscal Year 2008/2009 CIP (Capital Improvement Program). The improvements for this phase of the Agua Mansa Road Widening and Re -alignment Project will commence along Agua Mansa Road from the San Bernardino Flood Control Rialto Channel to Riverside Avenue. The improvements for this phase include re -alignment and widening the road carriageway. The project will install 6" thick aggregate base, 4" thick asphalt (2" thick rubberized over 2" thick conventional asphalt), curb, gutter, striping and signage along this portion of Agua Mansa Road. A fourteen -foot wide painted median will be provided to better control traffic's left turn movement to the RIX Facility and other businesses located on this area. ANALYSIS/DISCUSSION: The Plans, Specifications and Construction Estimates for this project have been completed by Engineering Resources of Southern California. This project is now ready for construction. The Engineer's Estimate for the Project is $1,566,864.09. The Plans and Engineer's Estimate for this project are attached as Exhibit A and B respectively. During the bidding process every attempt will be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are reached. The City will advertise in local newspapers and `plan houses' where contractors can view the Project's plans, specifications and documents; these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- 03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction phase of this project. The City has set aside adequate development impact fees to complete this phase of the project. Staff will be bringing forward subsequent phases of this project as funding sources are identified. Once such source is summarized in a related item on the agenda this evening — Proposition 1B funds.
