CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE AGUA MANSA <br />ROAD WIDENING AND REALIGNMENT PROJECT -PHASE I. <br />DATE: JULY 29, 2008 <br />BACKGROUND: <br />The Agua Mansa Road Widening and Re -alignment Project Phase I is part of the Fiscal Year <br />2008/2009 CIP (Capital Improvement Program). The improvements for this phase of the Agua <br />Mansa Road Widening and Re -alignment Project will commence along Agua Mansa Road from the <br />San Bernardino Flood Control Rialto Channel to Riverside Avenue. The improvements for this <br />phase include re -alignment and widening the road carriageway. The project will install 6" thick <br />aggregate base, 4" thick asphalt (2" thick rubberized over 2" thick conventional asphalt), curb, <br />gutter, striping and signage along this portion of Agua Mansa Road. A fourteen -foot wide painted <br />median will be provided to better control traffic's left turn movement to the RIX Facility and other <br />businesses located on this area. <br />ANALYSIS/DISCUSSION: <br />The Plans, Specifications and Construction Estimates for this project have been completed by <br />Engineering Resources of Southern California. This project is now ready for construction. The <br />Engineer's Estimate for the Project is $1,566,864.09. The Plans and Engineer's Estimate for this <br />project are attached as Exhibit A and B respectively. <br />During the bidding process every attempt will be made by the Public Works/Engineering staff to <br />ensure a wide range of potential bidders are reached. The City will advertise in local newspapers <br />and `plan houses' where contractors can view the Project's plans, specifications and documents; <br />these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- <br />03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction <br />phase of this project. <br />The City has set aside adequate development impact fees to complete this phase of the project. <br />Staff will be bringing forward subsequent phases of this project as funding sources are identified. <br />Once such source is summarized in a related item on the agenda this evening — Proposition 1B <br />funds. <br />
