ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 16, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA — INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZATION TO AMEND THE TERM OF THE AGREEMENTS <br />BETWEEN THE CITY AND THE FOLLOWING CONSULTANTS: DMC <br />DESIGN GROUP, ENGINEERING RESOURCES OF SOUTHERN <br />CALIFORNIA, INC., FRACO ENTERPRISES, INC., HINKLEY AND <br />ASSOCIATES INC., KOA, KWANG COOK AND ASSOCIATES, AND <br />LSA ASSOCIATES <br />DATE: SEPTEMBER 8, 2008 <br />BACKGROUND: <br />The City of Colton identified seventy (70) capital improvement projects for Fiscal Years 2009-2013. <br />Of these projects, forty five (45) are identified to be moving into their construction phase during <br />fiscal year 2008/2009. Several of these projects currently have existing agreements for <br />architectural design, engineering design, environmental services, and construction, which have <br />terms set to expire in July and August. <br />DISCUSSION/ANALYSIS: <br />The City has experienced delays for some of the capital projects mentioned above. Factors that <br />led to delays in the projects include obtaining environmental clearance from CALTRANS, additional <br />work requested from contractors by City staff, and design changes. The following architects, <br />consultants and contractors require amendments to their existing agreements to extend the <br />agreement terms thru November 30, 2008: 1) DMC Design Group for the Santa Ana River Trail <br />Project, 2) Fraco Enterprises for the Washington and Reche Canyon Widening Project, 3) Kwang <br />Cook and Associates for the Veterans Ball Park Project, 4) Kwang Cook and Associates for the <br />Teen Center Project, 5) Hinkley and Associates for the Fire Station Remodel, 6) LSA Associates <br />for the Washington and Reche Canyon Widening Project, 7) KOA for design of the Agua Mansa <br />Road Bridge Project, and 8) KOA for the Traffic Signal Design for Rancho/Agus Mansa, <br />Rancho/Cement Plant Road, Rancho/La Cadena, Intersections, and Rogers Elementary Bus Drop <br />Off Zone Project. <br />In addition, the agreements for Engineering Resources, for the Main Drainage Hydrology Study for <br />the Colton Super Block, and LSA Associates, for the Seismic Retrofit Project, will need to be <br />amended to extend the terms of both agreements through June 30, 2009. LSA is currently working <br />on the environmental clearance for the Seismic Retrofit Project. There are eight (8) bridges that <br />are included in the environmental clearance for the project and it is estimated that the project will <br />not be approved by CALTRANS until late June 2009, due to the number of bridges included in the <br />
