ITEM #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 16, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR i'�� <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-162-05 FOR THE COLTON POLICE MANAGEMENT <br />ASSOCIATION (CPMA) WHICH ADOPTS EXHIBIT A, THE <br />CONSOLIDATED MEMORANDUM OF UNDERSTANDING. <br />DATE: August 26, 2008 <br />BACKGROUND: <br />The one-year Memorandum of Understanding (MOU) with the Colton Police Management <br />Association (CPMA) expired on June 30, 2007. Representatives of the City and CPMA have been <br />negotiating for a successor MOU over the last several months. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Management Association have reached an <br />agreement with a term to June 30, 2009. The successor MOU is attached as Exhibit A. <br />Some of the key provisions in the MOU provide the following: <br />Increase the number of sick leave hours for members of the PMA to cash -out. This will <br />reduce the unfunded liability. <br />Eliminates language regarding "at -will" status for all new PMA members; civil service <br />status will be restored. <br />• Remove the 50 mile residential limit for PMA members. <br />The newly agreed MOU and proposals presented to, and accepted by, the PMA take into great <br />consideration the City's financial outlook for this current fiscal year. As a result, the MOU will <br />expire on June 30, 2009 with the assumption the fiscal outlook will improve. <br />A strikeout version of the MOU is available in Human Resources for review. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact <br />FISCAL IMPACT: <br />The cost of implementing the salary increases for the Colton Police Management Association will <br />be no more than $50,000 — none of which affects benefits or PERS costs. The $50,000 assumes <br />the five (5) PMA members cash -out the maximum number of hours of sick leave. In addition, the <br />PMA salaries are already benchmarked.
