ITEM #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 16, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE VETERANS <br />PARK SPORTS COMPLEX PROJECT. <br />DATE: SEPTEMBER 9, 2008 <br />BACKGROUND: <br />The Veterans Park Sports Complex Project is part of the Fiscal Year 2008/2009 CIP (Capital <br />Improvement Program). The Veterans Park Sports Complex Project is contained in a 13.54 -acre <br />park. This project will include the modernization of three baseball/softball fields and basketball <br />courts. These fields will have the following amenities: seating, sunken dugouts, backstops and <br />outfield fencing. The park's open space will be provided the following amenities: two small play <br />structures, a picnic area, a splash pond, horse shoe pits, basketball courts, miniature soccer fields, <br />handball courts and renovation of the existing concession building. <br />The Design Review Committee recommended approval of the project at the April 2, 2007 meeting. <br />Pursuant to the requirements of the California Environmental Quality Act, a Mitigated Negative <br />Declaration and Mitigation Monitoring and Reporting Plan were prepared for the project to analyze <br />all potential environmental impacts and were approved and adopted by the Planning Commission <br />on August 26, 2008. Subsequently, the project was conditionally approved by the Planning <br />Commission on August 26, 2008 and a Notice of Determination was filed with, and posted by, the <br />Clerk of the Board of Supervisors on August 29, 2008. <br />ANALYSIS/DISCUSSION: <br />The Plans, Specifications and Construction Estimates for this project have been completed. This <br />project is now ready for construction. The Engineer's Estimate for the Project is $2,500,000. <br />During the bidding process every attempt will be made by the Public Works/Engineering staff to <br />ensure a wide range of potential bidders are reached. The City will advertise in local newspapers <br />and `plan houses' where contractors can view the Project's plans, specifications and documents; <br />these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- <br />03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction <br />phase of this project. <br />
