ITEM #17 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF SEPTEMBER 16, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE VETERANS PARK SPORTS COMPLEX PROJECT. DATE: SEPTEMBER 9, 2008 BACKGROUND: The Veterans Park Sports Complex Project is part of the Fiscal Year 2008/2009 CIP (Capital Improvement Program). The Veterans Park Sports Complex Project is contained in a 13.54 -acre park. This project will include the modernization of three baseball/softball fields and basketball courts. These fields will have the following amenities: seating, sunken dugouts, backstops and outfield fencing. The park's open space will be provided the following amenities: two small play structures, a picnic area, a splash pond, horse shoe pits, basketball courts, miniature soccer fields, handball courts and renovation of the existing concession building. The Design Review Committee recommended approval of the project at the April 2, 2007 meeting. Pursuant to the requirements of the California Environmental Quality Act, a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Plan were prepared for the project to analyze all potential environmental impacts and were approved and adopted by the Planning Commission on August 26, 2008. Subsequently, the project was conditionally approved by the Planning Commission on August 26, 2008 and a Notice of Determination was filed with, and posted by, the Clerk of the Board of Supervisors on August 29, 2008. ANALYSIS/DISCUSSION: The Plans, Specifications and Construction Estimates for this project have been completed. This project is now ready for construction. The Engineer's Estimate for the Project is $2,500,000. During the bidding process every attempt will be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are reached. The City will advertise in local newspapers and `plan houses' where contractors can view the Project's plans, specifications and documents; these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- 03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction phase of this project.
