ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manag r <br />-T <br />SUBJECT: Approve a Three Year Agreement with David Turch & Associates for <br />Legislative Advocacy <br />DATE: September 30, 2008 <br />BACKGROUND: <br />On April 1, 2001, the City retained legislative advocacy services from David Turch & Associates to <br />advance the City of Colton's federal agenda in Washington, D.C. Besides working to secure <br />federal appropriations funding for City projects, David Turch & Associates also have worked on a <br />number of issues for the City, including the Delhi Sands Flower -Loving fly and Perchlorate <br />Groundwater Contamination. Below is a list of the appropriations that have been secured to date. <br />Colton's FY 2008 Funded Projects <br />$1,000,000 for 1-10 Pepper Avenue Interchange in the Omnibus Appropriations Act <br />for FY 2008 <br />$2,000,000 for wellhead treatment funding in the FY08 Defense Appropriations Act. <br />Funding is being channeled through the Pentagon's Environmental Security <br />Technology Certification Program (ESTCP) and will be split evenly among projects <br />for Colton, Rialto, West Valley Water District and Fontana Water Company <br />Colton's FY 2002 - FY 2007 Funded Projects <br />• $1,100,000 for wellhead treatment funding in the FY07 Defense Appropriations Act. <br />Funding is being channeled through the ESTCP and will be split evenly among <br />projects for Colton, Rialto, West Valley Water District and Fontana Water Company. <br />• $200,000 for Veteran's Park <br />• $8,750,000 under the ESTCP for Perchlorate demonstration projects. Funded <br />ESTCP projects will be funded equally by Colton, Rialto, West Valley Water District <br />and Fontana Water Company. <br />• $1,250,000 Rialto - Colton Basin Bioremediation Project FY06 Defense <br />Approprations Act. Funds will be administered by the Office of Secretary of <br />Defense Office of Economic Adjustment (OEA). Funds will be shared equally <br />among Colton, Rialto, West Valley Water District and Fontana Water Company. <br />• $1,600,000 for the Mount Vernon Avenue grade separation and bridge expansion <br />(SAFETEA-LU) <br />• $400,000 to construct grade separations at Washington Avenue & UPRR crossing <br />east and Washington Avenue & La Cadena Drive (In SAFETEA-LU) <br />• $4,000,000 for the Rialto -Colton Basin Perchlorate Demonstration Project <br />(Administered by the Pentagon's Environmental Security Technology Certification <br />Program with at least one test site to be located in Colton) <br />
