CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2008 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Hendrix, Fire Chief <br />ITEM #7 <br />SUBJECT: Consider Acceptance of a FEMA 2007 Emergency <br />Management Program Grant (EMPG) and Adopt a Resolution <br />Amending the Budget for Fiscal Year Commencing July 1, <br />2008 and Ending June 30, 2009 <br />DATE: <br />ber 22, 2008 <br />BACKGROUND: <br />In order to assist state and local governments in planning for and coordinating <br />emergency response to natural, technological, biological, chemical, nuclear, or conflict - <br />based emergencies, the Federal Emergency Management Agency (FEMA) provides <br />financial assistance through the Emergency Management Planning Grant (EMPG). This <br />Grant has been in existence for many years and was previously titled Emergency <br />Management Assistance Grant (EMA). EMPG funding is awarded to each state, which <br />in turn directs the funds to individual counties for distribution to cities and districts. <br />DISCUSSION/ANALYSIS: <br />In California, Standard Emergency Management System (SEMS) and the National <br />Incident Management System (NIMS) regulations require each county to form an <br />Operational Area (OA), which represents participating cities and districts. The <br />Operational Area coordinates planning, training and response to emergencies on a <br />countywide basis, and the operating policies and procedures are determined by the <br />Operational Area member jurisdictions. The Operational Area member jurisdictions <br />have determined that in order to be eligible for EMPG funds, each jurisdiction must <br />meet the following criteria: <br />➢ Be a signatory to the OA Agreement <br />➢ Designate an Emergency Program Manager <br />➢ Attend three of four OACC meetings each year <br />➢ Conduct or participate in an annual exercise using SEMS/NIMS <br />➢ Ensure the jurisdiction's Emergency Operations Plan is updated and includes <br />a letter of Promulgation, Terrorism Annex, and a copy of letter of approval <br />from State OES <br />➢ Matching funds in either hard or soft expenditures in Emergency <br />Management Planning <br />The City meets these requirements and has received a check for the Federal Fiscal <br />Year 2007 EMPG in the amount of $7,926.00. <br />
