TRAFFIC SIGNAL PROJECT TO <br />NEW WEST SIGNAL AS THE LOWEST RESPONSIVE AND <br />RESPONSIBLE BIDDER IN THE AMOUNT OF $173,598.00. <br />DATE: OCTOBER 14, 2008 <br />BACKGROUND: <br />The Traffic Signalization at Rancho and Agua Mansa Project is part of the Fiscal Year 2008/2009 <br />CIP (Capital Improvement Program). The traffic signalization improvements identified as part of <br />this Project include installation of: four (4) mast arm poles, five (5) Type A-1 poles (10 ft.), <br />emergency vehicle pre-emption and battery back-up system unit, striping, handicap ramps, three (3) <br />pedestrian crossings, and loop detection system. This signalization project will provide traffic safety <br />to the growing number of motorists that use Agua Mansa Road and Rancho Avenue. It will also <br />eliminate traffic congestion at this intersection especially during A.M. and P.M. peak hours. <br />Presently, Agua Mansa Road and Rancho Avenue is a four (4) way STOP intersection. <br />ANALYSIS/DISCUSSION: <br />The public bidding of this project was advertised in local papers and trade journals beginning on <br />August 29, 2008. The bid opening was conducted on October 2, 2008 and staff received formal <br />proposals from ten (10) firms, with their corresponding bid amounts as follows: <br />Bidder <br />Bid Amount <br />1. Traffic Loops Crackfilling, Inc. <br />$ 230,300.00 <br />Upon review of the submitted bid documents, City staff found that New West Signal is the lowest <br />responsive and responsible bidder. PTM General Engineering submitted the lowest bid but failed to <br />
