ITEM #5 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF October 21, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: Eric Fraser, Director of Water/Wastewater Operations SUBJECT: Request for Recruitment and Ratification of Employee Appointment to the Full -Time Positions of Lead Wastewater Utilities Operator in the Water/Wastewater Department DATE: October 8, 2008 BACKGROUND: The Wastewater Division has always had one Lead Wastewater Utilities Operator. Given some additional organizational restructuring, there is a need for a second Lead Wastewater Utilities Operator. Because of other pending vacancies, the Wastewater Division will also recruit for a Wastewater Utilities Operator I or II depending on the candidate's qualifications. DISCUSSION/ANALYSIS: The need for a second Lead Wastewater Utilities Operator is important for the daily operations of the division. The work load for the current Lead Wastewater Utilities Operator is such that it is too cumbersome to manage the daily operations of the plant and provide supervisory oversight. In addition, the Division has been without a full-time Wastewater Manager for over three years (this has provided a significant cost savings to the City). The Wastewater Manager function has been performed by a part-time contract employee. With a second Lead Wastewater Utilities Operator, this will allow management staff to reorganize the division and continue to assure the city is in compliance with State mandates as well as supervising staff. In addition, authority is also sought to fill a Wastewater Operator I or II on the assumption that an internal qualified candidate may fill the Lead Wastewater Utilities Operator position. FISCAL IMPACT: The budgetary impact of creating an additional Lead Wastewater Utilities Operator and Wastewater Utilities Operator I or II will be $0.00.
