ITEM #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF October 21, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Eric Fraser, Director of Water/Wastewater Operations <br />SUBJECT: Request for Recruitment and Ratification of Employee <br />Appointment to the Full -Time Positions of Lead Wastewater <br />Utilities Operator in the Water/Wastewater Department <br />DATE: October 8, 2008 <br />BACKGROUND: <br />The Wastewater Division has always had one Lead Wastewater Utilities Operator. Given some <br />additional organizational restructuring, there is a need for a second Lead Wastewater Utilities <br />Operator. Because of other pending vacancies, the Wastewater Division will also recruit for a <br />Wastewater Utilities Operator I or II depending on the candidate's qualifications. <br />DISCUSSION/ANALYSIS: <br />The need for a second Lead Wastewater Utilities Operator is important for the daily operations <br />of the division. The work load for the current Lead Wastewater Utilities Operator is such that it <br />is too cumbersome to manage the daily operations of the plant and provide supervisory <br />oversight. In addition, the Division has been without a full-time Wastewater Manager for over <br />three years (this has provided a significant cost savings to the City). The Wastewater Manager <br />function has been performed by a part-time contract employee. <br />With a second Lead Wastewater Utilities Operator, this will allow management staff to <br />reorganize the division and continue to assure the city is in compliance with State mandates as <br />well as supervising staff. <br />In addition, authority is also sought to fill a Wastewater Operator I or II on the assumption that <br />an internal qualified candidate may fill the Lead Wastewater Utilities Operator position. <br />FISCAL IMPACT: <br />The budgetary impact of creating an additional Lead Wastewater Utilities Operator and <br />Wastewater Utilities Operator I or II will be $0.00. <br />Acct. # <br />Budget <br />YTD Expenditures <br />Encumbrance <br />Available <br />522-8200-8200-1010 — <br />$679,414.00 <br />$135,864.56 <br />$0 <br />$543,549.44 <br />Salaries <br />522-8200-8200-11010 <br />$81,530.00 <br />$15,201.83 <br />$0 <br />$66,638.17 <br />— Benefits <br />ENVIRONMENTAL IMPACT: None. <br />CONFLICT OF INTEREST — None. <br />
